Application Analysis Of PPP Project Procurement In Current Laws And Regulations

With the rapid development of urbanization in our country,the people the growing demand for a better life and not balance the contradiction between the inadequate development,reflect the society to the pressing needs of the infrastructure and public service.However,on the one hand,infrastructure construction and public services have social commonality and public welfare,which should be carried out in an orderly manner under the guidance,management and operation of the government;On the other hand,simply relying on government management cannot meet the needs of the whole society,and it is becoming more and more unsuitable for the needs of reform and development.In this context,the government and social capital cooperation(PPP)model have been vigorously promoted and developed gradually.The rapid development of PPP is conducive to alleviating the pressure of local government debt and forming a diversified and sustainable capital investment mechanism,which is of great significance to maximize public interest.In view of the PPP development in full swing,the PPP introduced relevant policies and regulations,the new regulations on the original bidding procurement system and the traditional government procurement procedures produced great influence,to the applicable conditions of different laws and regulations policy is not the same,resulting in the PPP procurement process appeared many puzzling problems.This paper first introduces a series of concepts such as government and social capital cooperation(PPP),procurement and franchise management.Then,from the PPP procurement internal contradictions and depth of China's national conditions,the system of two aspects analyze the problem of PPP procurement in our country and study abroad the PPP procurement specific practices and applicable law,analysis which can be reference.Finally,for the PPP project is suitable for what kind of procurement law,adopt a PPP project concerning the purchase way,secondary after the PPP project bidding procurement bidding problem how to solve,the PPP project procurement and analyse the coordination problems between the land policy...
