| Community correction is a non custodial penalty execution activities,which fully demonstrates the human nature of law enforcement and people-oriented concept of punishment.The implementation of community correction is to improve the efficiency of criminal reform in the context of contemporary society,promoting the inevitable trend of penalty operation mode from "national standard" to "state-society standard",Community correction is also the inevitable choice of our country to comply with the trend of globalization of punishment execution.Since 2003,China has carried out the pilot work of community correction in batches throughout the country,and has tried out a comprehensive community correction system by 2009.The system of community correction reflects the strong vitality,which promotes the improvement of the quality of criminal reform in our country and the improvement of social effect.The community correction system requires the placement of prisoners in the community to remould,which makes it necessary for the community correction system to absorb social forces.However,compared with Europe and the United States,China’s community correction work started late,the community foundation is relatively weak,coupled with the impact of traditional ideas,there are many problems in the process of social participation.Therefore,based on the study of the new public management theory and social governance theory,this paper reviews the domestic and foreign literature research,and makes a research on the optimization path of Fuzhou city social forces participating in community correction.First of all,the author analyzes the current situation of Fuzhou’s social forces participating in community correction,and expounds the specific circumstances of the participation of social forces in Fuzhou.Secondly,the author analyzes the existing problems of Fuzhou’s social forces participation in community correction,and analyzes the causes of the problems.Thirdly,through the comparative analysis,the author sums up the advanced experience of the United States,Japan and Shanghai to participate in community corrections,and tries to find some useful measures.Finally,combined with the actual optimization path,in order to promote the participation of Fuzhou city social forces in community correction. |
