On 30 November 2015,the Paris Climate Conference,nearly 200 States Parties to the United Nations Framework Convention on Climate Change(UNFCCC)and relevant non-governmental organizations were held in Paris,France,with the participation of all parties.The focus of the climate conference is to reach arrangements of tackling climate change after 2020.The parties make all efforts to reach a consensus and pass the eventual adoption of the landmark Paris Agreement.The Paris Agreement establishes the institutional framework for global cooperation on climate change in the post-2020 period,setting global warming limits and long-term goals for greenhouse gas emission reductions,and determining that the global average temperature is within the pre-industrial level 2 degrees Celsius within the target,and proposed to control the temperature within 1.5 degrees Celsius of the new target.The Paris Agreement has become another new starting point for the international community's response to the climate change governance.This paper is divided into five parts: The first part expounds the process of global climate change.Mainly outlines the previous global climate negotiations and negotiations on the conventions and agreements reached,combing the global climate change governance system changes in the process.Secondly,it introduces the contracting background of the Paris Agreement and the position and evaluation of the agreement.The second part addresses the main highlights of the Paris Agreements.The objectives,mitigation models,adaptation,financial support,technology development and transfer,capacity building,transparency,and legally binding provisions of the Agreement after 2020 are analyzed in detail and its advantages are presented.In addition,the Paris Agreement,as a landmark legal instruments,has a deep meaning for the global climate change governance.It analyzes the inadequacies of the agreement.The third section compares the main elements of the Paris Agreement with the Convention and the Protocol in a comprehensive manner.The comparison of the three global climate governance legal documents on governance objectives,mitigation models,transparency issues,funding support model,legal binding and other differences,reveal and elaborate the "Paris Agreement" in the new era of climate governance with new features and highlights.The fourth part puts forward perfect suggestions for the content of the Paris Agreement in view of the shortcomings in the Paris Agreement.The paper is mainly from the construction of a more legally binding agreement and the establishment of fair and reasonable emission reduction standards as a starting point.In the fifth part,as the highlight of this paper,the author expounds China as the largest developing country,develops the style of great powers,contributes to the smooth adoption of Paris Agreement,and then puts forward the experiences of China in coping with climate change governance.The main difficulty is the failure to establish a unified carbon trading market and carbon tax mechanism,the domestic climate legislation also has problems and China's climate governance capacity is also lacking.In order to solve the existing dilemma,the paper puts forward the strategy of coping with climate change governance,which is to establish a unified carbon trading market,improve domestic climate legislation and enhance national climate governance capacity and strengthen national cooperation.
