According to a report issued by the World Meteorological Organization,2017 to 2020 is the hottest three years on record.In recent years,natural disasters have occurred frequently around the world,such as droughts,floods,wildfires,heat waves,melting glaciers,ocean acidification,etc.Disasters have made people being aware of the dangers of climate change.In 1979,the international community began to incorporate climate change issues into the negotiation topics of international law.When the "United Nations Framework Convention on Climate Change" was passed,mankind officially began the process of international legalization of climate change governance.Later,within the framework of the United Nations Framework Convention on Climate Change,a series of international climate governance agreements such as the Kyoto Protocol,the Bali Road Map,the Copenhagen Agreement,the Cancun Agreement,and the Paris Agreement were adopted.In this process,international environmental non-governmental organizations played a very important role.They took advantage of their strong professionalism,close ties with civil society,and public welfare to participate in the previous climate negotiation conferences,through lobbying,influencing the negotiation agenda,and drafting The draft convention and the provision of expertise have influenced the international community's decision-making on climate change.In addition,international environmental non-governmental organizations will also use informal methods to influence climate negotiations,such as demonstrations,sit-ins and so on.It is undeniable that international environmental non-governmental organizations are playing an increasingly important role in the process of combating climate change,but they must also pay attention to the difficulties they face,including the lack of qualifications of international law subjects,the restrictions of sovereign states and these organizations are not all good enough.The author believes that the international community should broaden the ways for international environmental non-governmental organizations to participate in global climate decision-making through legal forms,and sovereign states should appropriately relax restrictions on international environmental non-governmental organizations.Of course,the most important thing is that international environmental non-governmental organizations should strengthen themselves in its quality and capacity building.
