Medical security is to show laborer or citizen due to illness or other events(birth,disability,natural disasters,etc.)cause health damage,enjoy the requirements of the state and society shall provide necessary medical services and give the right to economic compensation.In the value form,the right to health care is derived from basic human rights such as the right to life and the right to health;In institutional form,the right to health care is embodied in the health care system,and is one of the basic rights of citizens.Prison,the state's punishment organ,is also the window of the state's judicial civilization.The state of human rights protection in prisons has always been an important measure of social development and democratic process.China's constitution stipulates that those who have nationality are citizens of our country.Inmates are citizens who are deprived of their personal freedom according to law.The inmates,first and foremost,are citizens of our country,and they enjoy the basic right of not being deprived of the law by law.Prisoners have the right to health care and the necessary conditions for the successful execution of prison sentences.At present,due to the criminal law amendment(9),2012,the new revised "prison law"and the influence of such release of increasingly strict policy,practice,the execution of inmates in our country medical treatment guarantee more highlights many problems,with the development of social economy and culture are not synchronized,is inconsistent with the requirements of the country under the rule of law construction.It is necessary to further study and discuss the status quo of the medical right of prisoners.The main body of this article is divided into four parts,respectively from the rights of the medical security form,inmates medical security problems in our country,the causes of inmates medical security problems in our country,put forward countermeasures from four aspects is discussed.In primary Y prison in jiangsu province for many years,the writer proposed in the case of Y prison medical security in jiangsu province empirical analysis,and comparison,literature research method,sum up the main problems of inmates in our country medical treatment guarantee,and reveals the reasons;On the basis of this,respectively from increased investment in hospital facilities,strengthening the construction of medical personnel,reform the system of medical treatment of prisoners,consummate the relevant laws and regulations and pilot prison reform to make recommendations in aspects of the establishment of medical institutions,calling for more people to pay close attention to inmates in the field of medical security.
