The Research Of Development Of Youthful Social Organizations Of Changsha

The report of the 18th National Congress of the Communist Party of China(CPC)pointed out that "we should quicken the pace of building a system of modern social organizations in which functions of the government are separated from those of social organizations,rights and responsibilities are clearly established,and social organizations exercise autonomy in accordance with the law;it is necessary to accelerate the healthy and orderly development of social organizations and give full play to the basic role of mass participation and social management." "Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform" adopted by the Third Plenary Session of the 18th Central Committee of the Communist Party of China further indicated that "we should encourage the social organizations to clarify their rights and obligations,and enforce self-management and play their role in accordance with the law.Social organizations should be commissioned to provide public services that they are apt to supply and tackle matters that they are able to tackle.We will support and develop volunteer service organizations." As youth social organizations are playing an increasingly important role in modern social governance and are serving as the main component of social organizations,the Communist Party of China and the central government has attached great importance to its development.As a hub-type social organization,the Communist Youth League should use its own advantages,enhance communication with young people,understand the present development status and the existing problems that youth social organizations are facing.Through carrying out continuous guidance and support for various social organizations,the Communist Youth League should help social organizations to break through their development bottlenecks,and continuously improve itself to better serve party and government administration,to manage youth affairs,and to promote the social and economic development of Changsha.Such kind of improvement is not only related to the development of youth social organizations,but also to the governance capacity of the whole society.Through handing out questionnaires,organizing meetings,and carrying out interviews,this paper has kept the youth social organizations in Changsha as the main study object,and has understood the current situation and existing problems of youth social organizations,especially of those which are not officially registered yet.By using the effective coverage of the grassroots organizations of the Communist Youth League,we have guided and helped youth social organizations which are not registered yet to optimize the organizational structure,standardize organizational behavior,improve their ability to achieve the legitimation of identity,and further expand the social influence of youth social organizations.Youth social organizations have fully participated in social governance and community services,and the vitality of social development in Changsha has been stimulated.The results of this study show that the youthful social organizations of Changsha,in particular,youth social organizations which are not yet registered,have the following problems:Firstly,the threshold for youth social organizations to have legitimate identities are too high;Secondly,these organizations do not have complete organization structure and are not competent enough;Thirdly,they do not have sufficient fund to provide stable financial support;Forth,relevant policies and regulations are imperfect,and there are not effective policy support;Fifth,these organizations do not have sufficient human capital and their core members keep changing.According to the paper's empirical research and the problems existed among these organizations,we should actively guide and support youth social organizations,clarify the relationship between the Communist Youth League and youth social organizations,understand the law of development of social youth organizations,and the demands,thoughts and aspirations of the youth in the grassroots.Based on these points,the paper suggests that:incubation bases should be built for youth social organizations to realize their identity transformation;self-capacity building should be intensified among youth social organizations;platforms should be built to give full play to the resource allocation function of Communist Youth League;relevant policies and regulations should be improved to better optimize the external environment;importance should be attached to the cultivation of youth leaders,and talent teams should be built.
