Research On The Relationship Between Government And Public Enterprises

The relationship between governments and public enterprises are different because of the differences in politics,economy,culture and history,and will change with the development of politics,economy,culture and history.Under the condition of market economy,public enterprises as an important part of the public sector of the economy,reflects the selection about supply efficiency of public goods and services,is an important means to fulfill the functions of public administration,intervene the social economic life and realize policy objectives,its development directly affects the development and progress of the politics,economy and culture.As a special kind of enterprises,public enterprises are often distributed in different fields,and undertake different public policy obligations and provide different public goods and services.Public enterprise is different from state-owned enterprises that emphasize the public property rights,reflect the government regulation,it focuses on the customer value(social benefit),is the public for universal service(Welfare)satisfaction,reflect the government regulation but also embodied the management efficiency.With the development of the national economy,the development of public enterprises needs a systematic and perfected relationship between government and public enterprises in the context of the new public management system,and needs to actively explore a new model of the relationship between the government and the public enterprises to find a new balance point between the two,also it is imperative to establish the ecological environment of the system,legalization and systematization of the harmonious relationship between government and enterprise under the system of public management.Hebei broadcasting and television network has typical characteristics such as state-owned,public and enterprise,is a typical public enterprise.It can be said that the integration process of the broadcasting and television network in Hebei is the epitome of the adjustment of the relationship between the government and the public enterprises,and has a strong representation and research value.After the practice and exploration of Hebei broadcasting and television network in sprouting,starting,pilot,tackling and deepening,a clear line of road network integration development and industrial transformation and innovation has been formed.Based on the theory of comparative analysis of Chinese and foreign government and public enterprises on the relation model,the ideal of government and public enterprise cooperation model in the initial construction,this paper argues that in order to meet the demand for the public generally consistent goal,construction of market regulation,regulation of public enterprises and public enterprises under the constraints of the legal system,organic standard,equal and harmonious cooperation between the government and public enterprises,should be the ideal model relations of the Chinese government and public enterprises.At the same time,based on the current comprehensive deepening reform,the reform of the cultural system,the gradual deepening of the reform of state-owned enterprises continue to deepen and promote the triple play of the new situation,in the face of the establishment of the State Grid Corporation,the deepening reform of the state-owned enterprises classification,and the coordinated development of Beijing Tianjin Hebei and other historical opportunities,by virtue of the more detailed information,in the practice of reform and development network broadcasting and television in Hebei Province as an example,is divided into three stages,to analyse the change of the relationship between government and public enterprises,clarify the important theory and practical problems of the development process of Hebei broadcasting and television network,on the basis of consolidate the fruits of reform and development,solve the problems and short board,continue to explore new ideas of reform and development,consolidate and expand the reform development results,so as to fully explore how to reconstruct harmonious and efficient relationship between government and public enterprises,and put forward countermeasures and suggestions for building a harmonious relationship between government and public enterprises.This paper holds that the harmonious relationship between the government and public enterprises,the most fundamental is to establish and perfect our public enterprise system and legal system,in addition,establish and improve cooperation system and environment government and public enterprises,and stimulate the initiative of the government and public enterprises in order to improve the performance appraisal system is necessary for the construction of harmonious relationship,this paper hope that under the new normal,it is benefit for the reform and improve the relationship between the government and public enterprises and the relevant theory and practice such as reform of state-owned enterprises.
