Study On Harbin Welfare Lottery Management System

In 1987 the first welfare lottery tickets available in our country,opened the new chapter of the lottery in China.The welfare lottery industry at home started late,but developed rapidly in comparison with that at abroad.After 27 years' continuous exploration,our welfare lottery industry not only formed a nationwide distribution network but also established a relatively strict management system including the supervision,the welfare lottery issuing and the distribution use of public welfare funds.Harbin welfare lottery industry is a component of China's,whose development was greatly restricted by the shortcomings emerging in its management system currently.This paper views Harbin welfare lottery management system as the research object.Based on the domestic and foreign researches,the paper introduces the connotation,characteristics,issuing purpose and culture of welfare lottery,the evolution of China's welfare lottery management system and the welfare lottery's contributions to society.Meanwhile,according to these introductions,the paper analyzes the evolution and the current situation of Harbin welfare lottery management system,discusses the features of the current situation and presents not only the existing problems in it but also the reasons.Whereafter on the basis of a comparative analysis of lottery management system at home and abroad,and the Game Analysis Theory,the feasible suggestions on improving the current welfare lottery management system of Harbin are put forward in this paper for fostering strength and avoiding weaknesses to realize the long-term development of Harbin welfare lottery industry.
