A Study On The "Trinity" Community Service Model From The Perspective Of Social Governance

The "community governance" firstly appeared into the party's programmatic document in the report of the 18th National Congress of the Communist Party of China,and it also involved the realization of the ability of national governance and the modernization of the governance system.In addition,the Third Plenary Session of the 18th Central Committee further pointed out that the government should establish and perfect the supervision mechanism of the residents or villagers and promote people to have self-management,self-service,self-education and self-monitoring in urban and rural community governance,public affairs in grassroots and public welfare based on the law.Moreover,the concept of community governance has gradually changed,from a single subject to a new pattern of government,social organizations and community residents.Through the construction of multiple community autonomy platform and fully mobilizing all forces to participate in community governance and service,the community service model of"Trinity reform" have changed from the government single governance model to the residents co-governance model,accordingly,it can promote the development of community governance,and let residents have self-education,self-management,self-service,and improve the harmony and justice of the community governance.Therefore,it is particularly important to actively explore and implement the "Trinity Reform "model of neighborhood committees,proprietors' committees and property companies.Besides,for the improvement of the participating level of the residents and community service level,consolidating the party's foundation at the grassroots level and promoting the harmony and stability of the grassroots society,it is of great importance to promote community governance,strengthen community autonomy and service function."Trinity Reform" service model is undertook by the community neighborhood committees,proprietors'committees and the property management company's main person by turns.They do their duties in accordance with the principle of clear responsibilities and responsibilities of cross-serving.Therefore,it can ensure that the unity of the community management leadership,neighborhood committees and community service centers work won't be out of line and community autonomy won't be vacant.They instituted that the three sets into one can make the leadership of the community management and ensure that the community politics,culture,social services and other undertakings could flourish fastly.Accordingly,Lin hai community in Da lian city actively fits itself to the governance requirements and carries out the community service system reform through the attempts of innovation community governance,community services,the development of grassroots democracy and improvement of people's livelihood,so as to explore the "Trinity Reform" community service model."Trinity Reform" service model is the community neighborhood committees,owners of the Committee and the property management company's main person in charge,in accordance with the principle of clear responsibilities and responsibilities of cross-serving,do their duties,their responsibility.In order to ensure the unity of community management leadership,neighborhood committees and community service centers work is not out of governance.Moreover,the three main bodies(community neighborhood committees,proprietors'committees and property companies)of participating in community governance and service are choosed to unite the applied process of the"Trinity Reform" model in Linhaicommunityto analyze the shortcomings and connotations and make clear the application and effectivenessof the "Trinity Reform" community service model.Through the systemic investigation and research,the shortcomings of the current "Trinity Reform" management model will be presented concretely.Besides,the author also combine with the new community governance theory to analyze the specific reasons of current problems,and then put forward the following effective solutions,which can provide a new idea of community innovation and construction modelfor similar areas.Firstly,to let the community neighborhood committees fully play the "brain" roleof the residential autonomy,which means to build the community of diverse services and promote the positive interaction of the main body of the service and to speed up the construction of the legal systemand promote the community autonomy transformation.Secondly,improving the community service system and promotingthe community residential autonomy.Thirdly,to absorb the social work professionals andto enhance the speciality of community service.Fourthly,cultivating the social organization and enhancing its social effects.Fifthly,theproprietors' committeesgive full play to the role of "heart",and gradually improve theresidents'awareness of participating in community service.Next,improving the community service information feedback and optimizing the structure of proprietors' committees.Moreover,the property companies give full play of the role of "torso" and stimulate the sense of social responsibilityof property companies.Lastly,improving the quality and level of property management services and expanding the scope of property services and so on.
