Research On The Problems And Countermeasures Of Community Pension Service In Shenyang City Based On Social Governance

Under the background of the aging society in China,the problem of population aging in Shenyang is more obvious,and the situation is more severe.It is imminent to explore a set of scientific and effective methods to solve the problem of the present service for the aged.The concept "Innovating Social Governance" was put forward in the third session of the 18 th Party Congress,which is based on the government managing society.This will connect government?society with the public to form an organic whole to strengthen the internal relations,communication and coordination,the decentralization of rights of government to the organization of the three parts so as to enhance the driving force of social development to the greatest extent.The concept has guided a new direction for the government management of the society,What's more,it has opened up a new way of thinking for the mature development of the community service for the aged.With this background,it is particularly important to explore the significance of how to develop community service for the aged.Guided by the new public service theory,welfare pluralism theory,public goods theory,this paper keeps a foothold on the actual situation of Shenyang City and use the methods of literature research along with questionnaire survey of community service pension situation analysis in Shenyang.It finds out the existing problems and dig further reasons.Here I propose the corresponding method to solve the problem from the angle of the three parts of government,community and social organizations.“Home care”is mainly based on the new model,with “community care” of pension institutions as a supplement.Deepening the reform of pension services by way of delegating powers,management and service,changing government pension service functions,improving the regulatory mechanism,fully stimulating the community and social organizations in the inner strength of pension services to meet the different needs of the elderly.The organic integration of social resources,mutual promotion and common development.To improve the current status of pension services supply and demand is prominent,and try to build homes for the old pension,filial piety,policy system and social environment.Through the active exploration of the community pension service,it helps to improve the quality of lives of the elderly and to meet their higher level pension needs.Meanwhile,it helps to alleviate the social pressure brought by the aging of the population and further enhance the happiness of the people.
