The"four Social Linkage"model Of Urban Community Governance Research

With the rapid development of China's economy,people's living standard continuously improved.In this background,the social governance has become the focus of academic circles and the public.In the process of social governance,the government should not be the only "leading role","governance" and should gather strength,forming resultant force."Three social linkage”pattern is an experiment of diversification of governance,is a lot of pilot areas for validity of community governance mode.Shaanxi province went further,on the basis of the practice innovation proposed the "four social linkage"community governance mode.Taking shaanxi xi 'an yanliang district as an example,the methods of case analysis,interview and literature research analysis of the "four social linkage" community governance model,in order to the operation mode and its advantages are more in-depth understanding.Research idea of this article is:the first summarizes the domestic and foreign research status of community governance,determine the theoretical basis;Then yanliang community governance development history and to carry out the "four social linkage" mode is analyzed,the specific method is mainly from the construction of the hardware and software platform,community public class folk organizations to develop,social workers to recruitment,training,the development of voluntary service and other aspects;Summary analysis of the mode of "four social linkage" main problems,including residents'participation is not high,the lack of participation way,community governance "soft environment" is weak,the development of community work personnel treatment is relatively low;Finally,draw lessons from other parts of the country development experience,put forward countermeasures for the improvement of "four social linkage"model and the suggestion,including widening participation channels,improve residents'participation;Establishing and perfecting the incentive mechanism,optimize the community construction personnel;Integration of resources,speed up the development of social organizations to foster and so on.This article research results can broaden the thinking of community governance in our country,contribute to the development of the harmonious community,provide the valuable reference to community governance innovation in China.
