With the international trade increasing continually in recent years,the maritime industry is booming.As ship emissions of greenhouse gases by fossil fuel combustion increase during the navigation and berth time,greenhouse gas emissions also increase with the number of ships.The maritime industry is one of the most important sources of greenhouse gas emissions in the world.In order to regulate greenhouse gas emissions and reduce the change speed of the climate,the United Nations Framework Convention on Climate Change and its Kyoto Protocol established a basic principle called“common but differentiated responsibilities”which guides to reduce emissions.According to the Kyoto Protocol,its article 2?2?authorized the International Maritime Organization and International Civil Aviation Organization to deal with the emission reduction from international marine and aviation industry.The Third International Maritime Organization Greenhouse Gas Study 2014 estimated that international shipping emitted 2.2%of the global emission of CO2 in 2012,reducing to 0.6%for the year in 2007.However,the“business as usual”scenarios continue to indicate that those emissions are likely to grow by between 50%and 250%in the period to 2050,which depends on future international trade development.Therefore,in recent years,the International Maritime Organization has been committed to international shipping emissions legislation and practice work,which emphasizes that the technical,operational and market-based measures can cut emissions.As a result,from 1 January2013,a new Chapter 4 to Annex VI of International Convention for the Prevention of Pollution from Ships,entitled“Regulations on Energy Efficiency of Ships”.It established technical and operational measures to reduce carbon emissions,with“preferential treatment”principle applies to the two measures.Our country can only conform to it.Now,market-based measure is still in negotiation,so it is the last hope for achieving the principle of“common but differentiated responsibilities”.The principle of“common but differentiated responsibilities”applies to the international shipping market-based measure,to make the job of reduction of International Maritime Organization follow the United Nations Framework Convention on Climate Change and its Kyoto Protocol as well as find a breakthrough for Chinese maritime industry.This paper firstly concludes the International Maritime Organization as well as European and American area of the market–based measures of legislation and practice,finding out the international development trend of market-based measures.Combined with development issues of our shipping emission reduction market-based,this paper puts forward the development methods of our shipping emission reduction market-based measures legislation and practice measures.
