Global warming is growing with the rapid development of the world economy.In recent years,the problem has aroused wide attention from various countries and international organizations.International shipping industry is able to complete the passenger and freight transportation at a lower cost,which is an important part of Global trade,but its annual emissions of greenhouse gases only account for about 3%of global emissions.However,the growth rate of greenhouse gas emissions in the shipping industry is very alarming.Therefore,the International Maritime Organization and the European Union have made some efforts in legislation,technology,market and other aspects of the reduction of carbon emissions.But to the EU as the leading subject of international,on the relevant system design for developing countries in the principle of "common but differentiated responsibilities" and "the principle of nondiscrimination" under has a unrealistic "blame".Therefore,it is necessary from the perspective of developing countries of and points out the problems of International shipping industry greenhouse gas exists in the legislation,the ship energy efficiency design index,and put forward ways to improve on the principle,technology,laws and regulations.Return home,China should uphold the concept of climate justice,to participate in International Climate Governance adhere to the following legal position:First,advocate a fair and reasonabe reduction allocation standard,national environmental law fair and justice;Second,improve the climate change convention compliance mechanism,as soon as possible to develop a WTO under the framework of the shipping industry emission reduction legal system;the third,the developed countries should formulate support timetable for the developing countries,the corresponding technology transfer,improving the efficiency of emission reduction.For the implementation of the legal position of the above,China should continue to actively participate in international climate negotiations,earnestly fulfill have achieved so far,including the Paris Agreement,a series of international climate law documents,and other developing countries and emerging powers together,and strive to achieve the ultimate goal of the international shipping industry greenhouse gas emission reduction as soon as possible.In the country should be through the development of coping method of climate change,carbon emissions trading regulations and environmental tax,by means of carbon emissions trading and carbon taxes and other market instruments,from the legal,market mechanism,policies and regulations and so on to ensure the realization of the domestic shipping industry greenhouse gas emission reduction,and promote the vigorous development of the ten five period our country "low carbon economy","green economy".
