Innovative Mechanism Of Local Government In Response To Public Opinion On Crisis Network

Since China entered the information age,the Internet is increasingly becoming an important platform for people from all walks of life around the social affairs comment,network public opinion has shown a rapid development trend,and even to some extent,the traditional media and constitutes a part of racing together bridle to bridle,the expression of public opinion.However,when some crisis events occur,the network public opinion often appears in the form of non order,which brings difficulties to social management.How to deal with the network public opinion of crisis events has gradually become a difficult problem for local governments at all levels.This paper first discusses the status quo of Chinese governments at all levels to deal with Internet public opinion on crisis events.The network public opinion which was triggered by crisis events is explosive and fragmented,with all kinds of emotional expression,which is more likely to bring destruction and create space for all kinds of illegal acts.In order to deal with crisis of network public opinion,our government actively through various means to reduce the damage to interfere it,and guide their government efforts to promote the disposal of the crisis.Secondly,the paper analyzes the problems existing in the local government's main means of dealing with the network public opinion of the crisis events,and lists a variety of problems which was caused by the intervention,including the control thinking,the control mode and so on.The reasons behind this problem is complex,including the dual constraints of Internet technology and the value of freedom of speech and expression,including the balance of value and order value,the government especially local government interference in traditional thinking.From the observation of the construction of civil society perspective,the reason behind it is that the public's willingness to participate in social governance and expressed willingness to a non institutional network in the form of performance,the Internet has changed the public shape and form of expression and intensity,brought to maintain social value,strengthen public awareness of political participation and other positive factors,at the same time in this process,there have been negative effects,some from the public as a collection of natural defects when participating in national governance,some from the Internet to bring about a collision.From this point of view,the government response to crisis events online public opinion is not only crisis management,but more importantly,in the face of growing public opinion expression,whether it can strengthen the institutionalization of the network space construction.In the end,some countermeasures and suggestions are put forward for the innovation coping mechanism.Strengthening the response and communication mechanism,improving the legal level of regulation of public opinion,improving the public opinion's monitoring and guiding mechanism,and constructing the traditional public opinion expression mechanism and the network public opinion parallel environment are feasible and should be paid more attention in practice.
