Research On The Network Public Opinion Crisis Response Of Local Government

At present,China is in a critical period of social transformation,with rapid economic growth and constantly differentiated interests,which gradually highlights various social contradictions.With the extensive use of Internet information technology and the vigorous development of network media,people are more and more willing to put forward claims through the network,vent their feelings,express their opinions,the network has become a gathering place of information,emotional catharsis field,the collision zone of views.According to the 43 rd statistical report on Internet development in China issued by the Internet Information Center(CNNIC),as of December 2018,The scale of Internet users is 8.29 million in China,although the number of large numbers but the media literacy of netizens is not high,the lack of rational thinking on network information,the spiral effect of silence is strong,the phenomenon of group polarization is obvious,making the public opinion on the Internet crisis intensified.Looking at the public opinion on the Internet crisis in recent years,although it can reflect some problems of the current social existence,to a certain extent,it reflects the real mentality and appeal of the people in our country,and provides a useful reference for China to deepen the reform,but if the local government public opinion on the Internet crisis response is not appropriate,it will make the internal and external order chaos,the government affect social stability.Therefore,how to deal with the public opinion on the Internet crisis effectively is not only a severe test of the local government's ability to govern,but also the key to enhance the Government's credibility and maintain social stability.On the basis of analyzing and studying the theory of good governance,the theory of Silent Spiral,the theory of agenda setting and the theory of crisis cycle,this paper collects and collates relevant literatures,cases and the latest data,Synthetically uses the literature research method,case analysis method and multi-disciplinary analysis method,and takes the local government public opinion on the Internet crisis responseas the research topic,This paper analyzes the achievements and challenges of local government public opinion on the Internet crisis response,analyzes the main problems and causes of local government's response to public opinion crisiss,and finally puts forward some improvement counterplan for local governments to deal with the Public opinion on the Internet.Based on the analysis of the current situation of the public opinion crisis response of local Government network,this paper finds out the problems existing in the local government's response to the various stages of the public opinion on the Internet crisis,including the lack of timely warning of the public opinion on the Internet crisis,the poor guidance to the public opinion on the Internet,the lack of accountability for the public opinion on the Internet crisis,And from all-round multi-angle analysis of the causes of the problem,mainly including the local government to deal with the public opinion on the Internet crisis backward concept,public opinion on the Internet crisis response to the lack of legal system construction,as well as the public opinion on the Internet crisis response mechanism is not perfect,public opinion on the Internet crisis response to the lack of information interaction.Using the basic theory,this paper puts forward that local governments should change the concept of public opinion on the Internet crisis response,strengthen the legal system construction of public opinion on the Internet crisis response,improve the long-term mechanism of public opinion on the Internet crisis response,and promote the information interaction of public opinion on the Internet crisis response,so as to improve the effect of local Government public opinion on the Internet crisis response,We should build a refreshing Internet society,maintain social stability,enhance the credibility of local governments and achieve good governance.
