In recent years,with the improvement of China's economic development,people's lives have improved,but also brought a series of social problems.Non equalization of basic public services in urban and rural areas is one of the typical characteristics of China's economic and social development,and rural residents have not fully enjoyed the fruits of economic and social development.The gap between urban and rural areas still exists,which is reflected not only in the income level,but also in basic education,health,employment and social security.The survey shows that in the rural income level is generally low,low levels of education,low social security coverage,poor infrastructure and other issues,the basic public service gap has seriously affected the realization of the integration of urban and rural areas of our country and a well-off society in an all-round way.Therefore,narrowing the gap between urban and rural areas and realizing the equalization of basic public services in urban and rural areas is of great practical significance for the social transformation period at this stage.Since "the equalization of basic public services" is put forward in the "11th Five-Year" plan,the research on the equalization of basic public services has become an important research topic in academia,this paper is based on this background.First of all,this paper combs the related literature of equalization of basic public services at home and abroad from the perspective of quantitative analysis and qualitative analysis.Secondly,based on the theory of relative deprivation,the index system is constructed from five dimensions of income,basic education,health,employment and social security.Then,respectively measure the relative deprivation between the rural areas in 2002 and 2013 in the five dimensions of income,basic education,health,employment and social security,and focus on the overall deprivation between urban and rural areas on the five dimensions to measure analysis.Finally,based on the conclusion of the empirical analysis,the paper puts forward policy recommendations to accelerate the equalization of basic public services in urban and rural areas.The empirical results show that compared to 2013 and 2002,In addition to the lack of data in the social security dimension in 2007,rural residents relative to urban residents in the income dimension of relative deprivation is declining,but these two years in revenue on the dimension of relative deprivation is the largest,the relative deprivation of employment dimension is declining,while in the health and education dimensions of relative deprivation are rising.This shows that there is still a gap in the basic public services provided by the government.Based on the above conclusions,this paper suggested that by adjusting the supply of basic public service mode,break the urban-rural dual structure,and improve the system of financial aspects to promote the realization of the equal basic public services between urban and rural areas.
