Research On The Problems And Countermeasures Of Rural Community Construction In Zhuzhou

Rural community construction is an innovative model of rural social governance under the new situation.It is an effective way to improve villager's autonomy and expand grass-roots democracy.It is also an intrinsic need to improve the quality of life and civilization of the majority of peasant farmers.This paper adopts the methods of literature analysis,case analysis,investigation and research.On the basis of making a deep analysis about the pilot work performances,the existing problems and their causes in the rural community construction of Zhuzhou City,combined with the theoretical study and case analyses of South Korea,Japan,Jiangxi,Changsha,etc.the paper puts forward development strategies according to the local conditions and hope to be helpful for the rural community construction of Zhuzhou City,even the whole country.In general,the rural community construction in China is still at the initial stage of exploration.Although the rural community construction in Zhuzhou has made some achievements,there are still serious problems such as the administration-rization and the incomplete management system of village-level organizations,the three-party governance subject is absent and the multi-elemental co-governance model is undeveloped,the farmers' consciousness of participation is not in place and the endogenous motivation of community development is insufficient,the less prominent public service functions and the lack of service provision,and so on.The main reasons come from six aspects.First,the village-level organization is ambiguous and short of autonomy;The second is the weak social organizational capabilities and the unbalanced status among multiple subjects;Third,the peasant farmers' ideological understanding is not in place,and the mass participation channels are not smooth;Fourth,The elements of industrial development are single,and the income level of rural economy is low;Fifth,The lack of financial input is difficult to guarantee the supply of effective service;Sixth,the infrastructure construction is inadequate and the effective service supply is insufficient.By analyzing and studying the practice of the new village movement in South Korea,the village building movement in Japan,and the construction of rural communities in Jiangxi Province and in Changsha City in Hunan,this paper proposes the development strategy for rural community construction in Zhuzhou.The first is to focus on classified policies and innovate the model of rural community development.The second is to improve the governance system of rural communities and cultivate a co-construction mechanism in which multiple entities participate.The third is to strengthen the service function of rural communities and build a rural community service system.The fourth is to improve multiple protectionmechanisms and lay a solid foundation for rural community construction.
