| From management to governance is a huge transformation,governance is based on building a common vision,enhancing identity and trust,strengthening cooperative relations,reaching equal consultation and innovating pluralistic co-governance,coordinating multi-interest and formulating and implementing policies to realize democratic management of national public affairs.The theory of modern governance solves the problem that neither the government nor the market alone can handle the public affairs of the country,advocates the combination of "multi-center governance" and "cooperative governance ",emphasizes pluralistic participation,joint consultation and cooperation,and regards the legalization,democratization,pluralism,fairness and standardization realized in the process of modern governance as the main development direction of the modernization of national governance.At the same time,it is also the main reform direction of many local governments in the collaborative governance of grass-roots organizations.This study takes Wuming District,Nanning City,Guangxi as an example,to help the realization of rural governance modernization as the main goal,to explore the problem of rural grass-roots organizations in collaborative governance,using literature research methods,field investigation methods,case analysis methods,through interviews and questionnaires,found that rural grass-roots organizations in the legal system,governance system,financial revenue,human resources,there are many deficiencies in these four aspects of the reasons for the deficiencies analyzed,In order to improve the rule of law system of rural grass-roots organizations,improve the governance system of rural grass-roots organizations,broaden the channels of funds and income of rural grass-roots organizations,increase the strength of human resources training of rural grass-roots organizations,and then get the optimal path of rural grass-roots organizations modernization governance.This study mainly consists of five parts.The first chapter is the introduction,mainly explains the research background,research significance and research methods of this study,briefly expounds the research content,research ideas,and makes clear the research innovation,and also combs the literature review of rural grass-roots organizations coordinated governance from the perspective of rural revitalization.The second chapter is the construction of theoretical basis and cooperative governance model,analyzes the modern governance of rura l grass-roots organizations,and explains the theory of "multi-center governance" and "cooperative governance" and the model of cooperative governance of rural grass-roots organizations.The third chapter is to analyze the development of rural grass-roots organizations in Guangxi minority areas.The fourth chapter is to analyze the current situation of rural grass-roots organizations in Guangxi ethnic minority areas and the reasons that hinder rural grass-roots organizations in Wuming District of Nanning City.The fifth chapter puts forward the optimization path of rural grass-roots organizations in Guangxi minority areas: perfecting the legal system and rules of rural grass-roots organizations,perfecting the structure of village rights,perfecting the rural governance system,increasing the income of rural grass-roots organizations,and increasing the investment of human resources at the rural grass-roots level. |
