"Open government data" can promote the effective allocation and utilization of the data resources of the whole society maximally and becomes the hotspot of the practice and academic research of all countries.The "one-stop" portal for publishing open data catalogs is a key move commonly taken by countries in opening government data campaigns.Metadata,one of the core functions of the data catalog platform,is evolving toward standardization and semantics,from simply satisfying the data setsdiscoverability to helping users understand and select data sets.The practice of open data in China is in its developing stage.As for metadata,there are different schemes and levels of quality problems.Unfortunately,there is still a huge gap to achieve standardization,standardization,interoperability and machine-readable targets,which will affect the openness of data.For this reason,we do the following work in this paper.(1)We study the international mainstream metadata scheme and its application practice for open data.Taking the United States and the EU for example,it describes the features in detail,such as its data model,common standardization scheme,geographical metadata extension and localization.(2)According to the process of metadata development,the international interoperability and localization of Chinese information as the goal,the "data catalogs","data sets" and "distributions" as the descriptive objects,a localized metadata ontology is designed simply,following coding scheme by JSON-LD and RDF.(3)A common metadata quality assessment framework for a variety of open data portals has been developed to assess the quality of metadata and datasets based on metadata for specific data portals.The purpose of this paper is to provide some theoretical reference for the construction and upgrade of open data platform of all levels of governments in China and the construction of metadata system.
