Open Government Data Provenance Model And Application

With the development of big data technology,open data also opens up a new road,and the construction of open government data has become an important part of the transparency construction of governments around the world.It is the goal of open government data researchers to explore the energy and value of open government data and give full play to the potential of open government data.But during open government data application studies,we found that in the open process of different system of open government data have different level of interoperability,open government data quality is uneven,cause to the actual use of open government data is not high,at the same time as the data processing in multiple systems,data of the original face more difficult to see,greatly limits the ability to reuse of open government data.For those reason,this paper from the perspective of whole life cycle of open government data,study of every link in the open government data,and thus build a data provenance model,using the unified metadata maps to the provenance model,improve the interoperability of open government data,also can represent the open government data change process,promote the open government data reuse.The work of this paper includes:(1)Investigating the best practice of open government data at home and abroad,we collects the life cycle model related to data,analyzes its characteristics and application environment,expounds the application value and significance of life cycle theory,and puts forward the life cycle model in the field of open government data.(2)Introducing and analyzing the W3C data provenance model and Chinese information technology data provenance model,we extract the provenance information in metadata and Chinese local government data platform,and establish the schema mapping between metadata and PROV.(3)According to the characteristics of open government data,the provenance model of open government data domain is established,and the organization ontology and software tool ontology of open government data domain are established by using its design idea.(4)Applying the open government data provenance model,this paper focuses on the provenance of open government data publish and reuse process,encodes the provenance in Turtle syntax,and then queries the effective provenance information through SPARQL,so as to facilitate the quality provenance management of open government data.Provenance of open government data research in China is still in the phase of analysis and reference,on the application of the provenance model innovation study also needs to be thorough.We made great efforts to considerate all when established the data provenance model,in order to make the model adapt to a wider range of applications,but for the construction of open government data,application data provenance will bring positive influence to open government data.
