Investigation And Research On The Home-based Care Service Supply And Demand Condition Of Shijiazhuang City

In 2000,China has already come into an elder society which has its specific qualifications of huge scale,fast developed and deep degreed,etc.And till the end of 2017,the population of the elders over 60 years old in China is approximately 0.241 billion,17.3%of all.Our country is facing incredible challenge of aging,so the demands for elder caring service are increasing.The correlative questions are highly impressed by government and whole society.In 2017,the State Council issued the“13^th 5-year national aging development and pension system construction plan”,figured that we need to continue to improve the home-based,community relied,organizations supplied and medical supported elder-caring service system,highly develop the home based caring service.With the background of aging population,home endowment has gradually become the most important model,which has both institutional and home caring advantages.And it's also one of the important ways to solve the current aging problems.In recent years,Shijiazhuang has actively explored and developed home-based caring system for the elder.On the basis of home care model,in response to the increasing serious problem of aging.At present,the home care service in Shijiazhuang has been increasing developed and also achieved some results.However,we found that there are still many problems need to be solved,especially the supply for the home based caring service and there is still a long way to satisfy the demands for the service.Based on the above background,this paper starts from the perspective of supply and demand,based on the welfare pluralism theory,demand theory and public product supply and demand theory,by using the method of literature research,survey method and quantitative analysis method,in-depth studies the supply and demand situation of home-based care services in Shijiazhuang City.And it analyzed the differences between the supply and demand in detail,in order to put forward better countermeasures and suggestions of promoting the effective supply and well developed of home-based care services.The research includes mainly the following five aspects:Firstly,study on the related theories and concepts of home care service.On the one hand,through literature review and related policies,combing the related concept and connotation of home-based care services,to fully understand the home-based care services;on the other hand we list some major related theories to provide a theoretical basis and support for the supply and demand study of home-based care services.Secondly,the survey and Research on the supply of home care for the elderly in Shijiazhuang.By literature research and field survey,combing relative policies of home care service,this research introduces the general development of home-based care services in Shijiazhuang City,helps us to understand the development level of home-based care services and summarize the current supply of home-based care service.The specific analysis of the status of the supply of home-based care services in Shijiazhuang city from the home-based care services facilities,and personnel,the survey of Shijiazhuang City home-based care services supply has some shortcomings,such as infrastructure construction should be strengthened,the service content is single,service personnel professional level is low,making the elderly on home-based care services.Satisfaction is not high.So it arises the groundwork to figure out the existing problems of home based caring service.Thirdly,the investigation and Research on the demands of home care service for the elderly in Shijiazhuang city.We analyzed the demand characteristics and the ability to pay for the service in the elderly with the method of questionnaire investigation.We found the elderly demands of home-based care services are diversified,increasing attention to health care services and spiritual comfort services.But because of the limited ability,the elderly demand restricted.At the same time,this research deeply analyzed the influence factors and relevant degrees with correlative analysis method and two element Logistic regression analysis method.The results showed that factors such as age,education level,health,income,living condition,and understanding degree of home care services all had a significant impact on demand.Fourth,the analysis of unbalance between supply and demand for the home care service in Shijiazhuang.According to the survey above,we comb the differences and contradictions between the supply and demand of home care services in Shijiazhuang,and analyze the reasons for the unbalance so as to propose targeted policy recommendations.Through comparison,it is concluded that there is a difference in quantity,quality and structure between supply and demand,which leads to the contradiction between effective supply and insufficient effective demand.For this reason,the reasons for the difference between the supply and demand of home care services in Shijiazhuang are analyzed,mainly due to inadequate publicity of home care services,limited government support,long-term neglect of the needs of the elderly and insufficient payment ability of the elderly.Finally,policies and suggestions.This paper puts forward suggestions for improving the provision of home care services in Shijiazhuang with analysis of the supply and demand of home care services for the elderly.In the future development,it is suggested that the government should establish a demand oriented home care service supply system,providing more services suitable for the diversified elderly group and multi-level demands to ease the contradiction between supply and demand of home care services.At the same time,home care services development needs multi support from the state,market,social organizations and families together to optimize the development of home-based care services also ensure more healthful and fulfilling life for the elderly.
