With the approval of President Xi Jinping,the "Opinions on Secrecy Work under the New Situation" was issued.Secrecy work has become more and more concerned,and it is a long-term task to lay a solid foundation for confidentiality work under the new situation and safeguard national security and interests.Therefore,more stringent requirements are imposed on confidential staff.In order to explore the characteristics that excellent confidential staff should possess,this study constructs a competency model for confidential staff and provides theoretical guidance for the selection and training of confidential talents.This study first extracts 23 competency elements through the recruitment information text analysis method,and on this basis,combines the literature analysis method to extract four competing elements from the existing literature.In the end,27 competency elements were obtained.The performance description of the competency is completed based on the definition of the confidential professional books,the definitions in the general competency dictionary and other related descriptions.In this way,we compiled a competency measurement questionnaire containing 27 behavioral items,conducted a questionnaire survey on the leaders of the provincial and municipal secrecy bureaus and the secretarial staff of the relevant units,and collected 126 valid questionnaires.The software SPSS 18.0 was used to collect the questionnaires.The data was subjected to exploratory factor analysis,and the reliability analysis and validity analysis proved that the competency measurement questionnaire has high reliability and validity.At this stage,221 valid questionnaires were collected,and the model was tested by Amos 24.0 for confirmatory factor analysis,which proved that the competency model had good fit.Finally,a confidential staff competency model with 25 competency dimensions of 26 competency elements was constructed.The five competency dimensions are confidential professional knowledge dimension,leadership dimension,basic work ability dimension,confidential quality dimension,and personal trait dimension.According to the theory of the iceberg model,the model of the confidential staff competency iceberg is constructed.Then,through the questionnaire survey,the level of competency of theconfidential staff of the provincial and municipal secrecy bureaus and related units was measured,and 223 valid questionnaires were collected.Based on the questionnaire data,the variance analysis of the confidentiality of the confidential staff was conducted to obtain the confidentiality.There is no significant difference in the level of competency of employees in terms of gender and academic qualifications.The five competency dimensions in the years of employment reflect differences.It also makes assumptions and tests on the relationship between the five competency dimensions,and concludes that there is a positive relationship between the two competencies of confidential professional knowledge and personal traits and basic work ability,confidential professional knowledge,personal traits,and basic work.There is a positive relationship between the three competencies and leadership.Personal traits have a positive impact on the quality of confidentiality.The quality of confidentiality has a positive impact on confidential professional knowledge.Finally,based on the above research,suggestions are made for the recruitment and training of confidential staff.
