| Mangshi City and Myanmar are linked by mountains and rivers.Due to the special geographical environment of the border region,people between two sides exchange frequently with each other,making cross-border marriage also a common phenomenon there.A series of problems caused by cross-border marriage there have aroused attention of both scholars and relevant government functional departments.The Report on the 19 th National Congress has put forward the idea of building the social governance pattern so as to achieve joint construction,governance and sharing in the field of strengthening and innovating social government.Meanwhile,it emphasizes on institutional construction in the process of social governance at an attempt to improve the governance institutions.The goal has also raised new requirements of social governance of cross-border marriage in Mangshi City.In this paper,interview and questionnaire survey are adopted as research methods.A field survey is conducted of Mangshi City.The data obtained through the survey are analyzed,studied,and compared with the existing findings of the academic field.Then,theoretical knowledge of social governance is employed to examine the status of cross-border marriage social governance in Mangshi,which helps research how to play the role of multiple subjects and improve cross-border marriage social governance.Through empirical research of Mangshi City,this paper aims at providing some references for cross-border marriage social governance.By analyzing the content,subjects and objectives of cross-border marriage social governance,this paper considers that the subjects of cross-border marriage social governance include governments,social organizations,citizens.By examining the status of cross-border marriage social governance in Mangshi,a series of problems existing therein are discovered.These problems are mainly reflected in three aspects.First,the governance institutions lack further improvement and the legal institutional guarantee is inadequate.The “improvised” measures are more than institutionalstandards.Second,the governance subjects lack diversification.The collaborative pattern of cross-border marriage social governance has not yet been shaped.The government's dominant position of governance is too prominent.The social organization construction is backward,and the citizen participation is seriously lacking.Third,the cross-border marriage governance capacity calls for further improvement.The policy implementation is less effective,and the governance capacity of particularly mass organization is crying for upgrade.The village rules and conventions have not yet been given into full play.After analyzing the causes of the above problems,the author finds out that the above problems are resulted from multiple aspects.First,the administrative environment is relatively complex.Second,the governance mechanism lacks optimization.Third,citizens have not been aware of participating in such governance.Even if they have,they have no channels to participate in it.Based on the problems found in the study,this paper proposes countermeasures for cross-border marriage social governance of Mangshi City.First,a multiple subject joint governance model should be built,the main role of the government should be given full play,the development of social organizations should be cultivated and guided actively,public participation should be expanded,the governance system should be improved,legal and institutional safeguards should be strengthened,villagers autonomous management should be promoted.Second,the governance function of the government should be strengthened,the marriage registration and settlement procedures should be simplified,the power should be delegated to the basic levels,remedial measures should be taken for cross-border de facto marriages.Third,the capacity of social organizations to participate in social governance should be enhanced,and the citizens' comprehensive abilities to involve in social governance should be upgraded. |
