Analysis Of Policy Deviation Under The Administrative Subcontracting System

Under the premise that modernization goes deeper and deeper into society,China's state capacity constitutes a new structural form,which gradually evolves towards the direction of technical governance and administrative stratification.At the same time,policy deviation,flexibility has also become the focus of academic discussions.This paper studies how straw burning management,as an environmental problem,is contracted out by the block government layer by layer,and gradually deviates from the original policy implementation process.There is a lot of discussion about the deviation in the process of policy implementation in the academic circles,which mainly has two analysis dimensions,one is that the interest demands of different levels and different departments lead to the deviation of the policy in the process of implementation.The second is that the behavior of grass-roots government is the focus of explaining the deviation of policy implementation.Grass-roots government in the process of implementation,in order to better land the policy,and the higher government,the public interactive game,resulting in policy implementation deviation.The above-mentioned study outlines the reasons for the policy deviation in the process of implementation from the perspectives of the contracting party and the contractor respectively.However,the author believes that the contracting party and the contractor are not broken,it is the system design of the contracting party that causes the contractor to deviate from the policy implementation.Discussing the deviation process of policy implementation requires combining the contracting parties —— contracting parties to show a policy from the system design of the contracting party to the implementation of the contractor,in order to better explain how the policy is implemented.This study focuses on the specific connotation of the administrative governance model and why this model will lead to the deviation in the process of policy implementation.According to the characteristics of the research question,the author chooses the method of semi-structured interview of case study,the sampling method is the method of intention judgment sampling,in order to grasp more details and background.The author conducted in-depth interviews with municipal straw comprehensive utilization and burning ban personnel,township government staff,village committee organization personnel,a total of 17 people interviewed.In addition,the author also visited a number of farmers to understand their views on the comprehensive utilization of straw and burning ban project and implementation difficulties.Research on the basis of the existing literature has enriched the research on policy implementation.Its research significance and innovation are reflected in the following aspects.First of all,although the administrative contract system of Zhou Li'an emphasizes the localization contract,it does not elaborate the administrative power,restriction and incentive mechanism of the contract within the territory.Based on the three dimensions of administrative power distribution,economic incentive and result assessment,this paper studies the specific connotation of local administrative contract system under certain policy background.Secondly,the author believes that the analysis of the contracting party and the contractor is equally important.Why the contracting party adopts such a strong incentive,the results under the assessment of the contract mode,the contractor is out of what consideration to implement the policy results-oriented,and ultimately caused the policy in the implementation of the deviation.Finally,the deficiency of this article is that the author mainly studies the contracting and contracting of different levels of government,because it ignores the work and effectiveness of the functional departments in this process.In fact,paying attention to and discussing the setting rules of government work agenda and the interaction between functional departments and the overall government work is another perspective to understand the ability of local government governance.
