Study On The Theory And Practice Of Political Consultative Consultation At The Basic Level Of China

The Grass-Roots Political Consultative Conference(CPPCC)is an important part of the grass-roots political system in China.It has the main functions of political consultation,democratic supervision and participation in political and political affairs.However,there is an unreasonable situation in the practice process of our political consultation.That is,the higher the level of the political consultation system is,the greater the impact it will exert.If the level of political consultation is relatively low,its role will be very limited.The most grass-roots CPPCC in China is the county-level CPPCC.In China's grass-roots political system,the grass-roots political consultative conference should have the same important position with the grass-roots Party committee,the NPC and the government,but for various reasons,the role of the grass-roots political consultative conference can't be fully realized.Under such circumstances,this paper decides to conduct in-depth and systematic research on the grass-roots political consultative conference,find out the problems of the CPPCC in practice,find out the causes of these problems,and find ways to solve these problems.The basic thought of Marx and Engels for political consultation,China tradition "Inclusive" culture and Western deliberative democracy as the main source of the theory of deliberative democracy of our primary system,expounds the basic meaning and origin of China's political consultation,summarizes the history of the development of China's Political Consultative system.At the same time,it is pointed out that political consultative consultative consultative consultation at the grass-roots level is the most basic part of our political consultation.The political consultation at the grass-roots political consultative conference has its unique advantages and functions.Now the grass-roots political consultative conference activities show regular characteristics,and the construction of institutionalization is also constantly advancing.The content of political consultation is also gradually enriched with the great development of the times,and the form of consultation continues to innovate.Although the local CPPCC work has made a lot of achievements and experience,but also there is a grass-roots political consultative role,CPPCC grassroots CPPCC members play a main role,lack of grassroots CPPCC proposal lack of specificity and effectiveness,lack of self construction of grass-roots political consultative conference.The reasons for these problems include the reasons for the lack of ideological understanding of the main body of political consultations,the reasons for the lack of self quality of the CPPCC members,and the reasons for the lack of institutionalization of the CPPCC.In the face of these realistic problems,the practice of grassroots CPPCC regions,grassroots party committees and grassroots political consultation to the leadership of the government,and help enhance the quality of the grassroots many CPPCC members raise the level of political consultation,improve grassroots CPPCC system construction and cultivate the political culture,the establishment of the grassroots people's grassroots politics members of the CPPCC consultation and evaluation mechanism,coping mechanism of basic problems faced by CPPCC is given,in order to give full play to China's grassroots political consultative CPPCC role.
