Research On The Policy Making Of Chinese University Think Tank

The university think tank is an important part of the think tank,and it is also an important participant in policy making.In recent years,with its unique advantages,the university think tank plays an important role in policy making,which is of great practical significance to improve the scientificity,democracy and effectiveness of public policy making,and to promote the modernization of national governance system and governance ability.On the basis of comprehensively combing the research results of Chinese and foreign think tanks and university think tanks,based on the literature research,comprehensive analysis and comparative analysis,this paper sums up the importance and necessity of participating in the public policy making by the university think tank as the participant in the policy making.According to the present situation of the Chinese university think tank's participation in policy making,the paper refines the advantages and problems of the present university.Through the analysis of the deepseated causes of the problem,this paper puts forward the concrete countermeasures of how to improve the participation ability of the university's think tanks.This study is divided into five chapters: the first chapter is the introduction,mainly introduces the research background,significance,domestic and foreign research review,and introduces the research methods,research content,put forward innovation points and research difficulties.The second chapter introduces and explains the basic theory of the university think tank's participation in policy making,introduces and interprets the related concepts and basic theories of the university think tank and policy making,and takes the public policy process theory and the citizen participation theory as the theoretical basis,from the university think tank to participate in the policy formulation subject,The dimension of form and participation degree analyses the intrinsic relationship between the thought-tank and policy making in colleges and universities,and puts forward the logical starting point of this study.The third chapter introduces the three aspects of the present situation and the current stage of the policy making in our country by two dimensions.On the basis of this,this paper analyzes the three reasons of the problem: the legal guarantee of the policy of the code in the university is not perfect,the mechanism is imperfect,the independence and the composition of the talents are insufficient.In the fourth chapter,the author sums up the practice of the British and American University think tank to participate in the policy making,and analyzes how the British and American University think tank plays its role in the policy making process,and refines its experience and enlightenment to the policy formulation of the Chinese university think tank.In the fifth chapter,based on the comprehensive analysis,combining with the actual situation of our country and the achievements of foreign advanced experience,this paper puts forward some suggestions on how to participate in the policy formulation from five aspects,such as system construction,communication channel construction,operation mechanism,participation capacity building and cooperation atmosphere construction.Conclusion part of the paper summarizes the full text of the research results,and put forward the shortcomings of this study for future academic research to provide reference.
