Therefore, In China’s economic and social transition special period the administrative decision-making faced an increasingly complex ecological. To strengthen the research of university think tank involved in administrative decision-making and enhance the capacity of university think tank to participate in administrative decision-making, which will be able to promote a good balance of think tank system, promote Scientific decision and democratic decision-making, finally promote the modernization of national governance systems and governance capacity.Although the development of University think tank in our country has a late start. At last, On the basis of our think tanks condition, combined with the useful experiences of foreign university think tank on development and construction, some suggestions and direction of development and construction characteristics of the new university think tank are raised.
