The Social Basis Of Government Projects Operation

Modern countries often design and implement government projects that hope toboth improve people's lives and strengthen their management or control of society.For the success or failure of these government projects,many scholars have conducted inspiring research from different perspectives.However,in previous studies,most scholars mainly focused on the analysis of the standards of government projects in the management mode and project implementation process,seldom related to the specific situation of government projects falling into rural society.This study is based on the perspective of the "social basis" of government projects in the village's social context.Through investigation and analysis of the case of M village in H province,we explore from the bottom up,why a government project with a good purpose cannot Effectively implemented within the village.Through the practical investigation in M village,it was found that the main factors affecting the operation of reservoir projects in the village are:First,the social needs and social interests of the villagers have not been satisfied,and the interests demand before and after the resettlement relocation has been deviated from the services provided by the government.Shuangfa did not reach an agreement.The beneficiaries of the reservoir project were separated from the construction subject.Second,the degree of composition of the rural society was weak.The development of civil society organizations was incomplete.It was impossible to build a platform for villagers to negotiate with higher levels of government.Villagers participated in the project.There is a shortage of channels for communication;thirdly,there is a large difference in the degree of unity among all classes in the village.Most of the young people in the village go out to work,and the villagers' relationship has gradually become indifferent.At the same time,the communication between the villagers and the village committee was insufficient and there was a crisis of confidence.Fourthly,affected by the traditional sense of concept,the villagers generally pursued the small rich and comfortable,and had a strong feeling of love,and had low social adaptability to the resettlement after the reservoir construction.Given the experience and lessons of previous immigration,the subconscious has a conflict with immigrants.Through the concrete empirical analysis of M village and the current status of China's government project management,relevant experience and lessons are put forward on this basis to provide inspiration for the smooth operation of the entire government project after entering the village.When carrying out government projects in rural areas,we should pay attention to examining the social basis of villages,actively expand the participation channels of grass-roots people,cultivate and develop excellent rural social organizations,continuously innovate local systems and practices,and build new types of grass-roots relations,with conscious and purposeful intentions.The government has laid a good social foundation for the operation and implementation of government public projects,so as to truly meet the needs of the villagers,increase the living standards of the villagers,and rejuvenate the development of rural society.
