Research On Strengthening The Path Of Integrity Construction Of Chinese Government In PPP Mode

Under the new normal,the transition into medium and high speed growth is one of the main economy features.At the same time,the increasing capital demand as a result of urbanization has made the government's financial pressure tighter,while traditional financing models have been unable to meet the efficient supply of public goods and public services.In order to solve this development problem,the Chinese government has vigorously used and promoted the cooperation model of government and social capital since 2014.What is valued is that this innovative model can not only give full play to the respective advantages of both the government and social capital,but also obtain the win-win goals that social capital make profits and public benefits are achieved.However,in recent years,PPP projects have also exposed some problems such as low landing rate,breaches of contract,etc,and social capital doesn't have enough confidence in the government's integrity,which has affected the development of PPP to a great extent.Study on the construction of government integrity under the PPP model has important theoretical value and practical significance for regulating government behavior and creating a favorable PPP integrity environment.This article focuses on the hypothesis that the lack of government integrity has a negative effect on the use of PPP.It uses public products,new public management and incomplete contract theory to sort out relevant concepts of PPP and government integrity,and analyzes the government integrity behavior in the ideal state in all the operation phases of PPP projects.Through the investigation and analysis of 25 typical cases in China's PPP practice involving government's lack of integrity,the performance of government dishonesty and the relevant reasons are judged under the government integrity evaluation index system.In the end,this article puts forward suggestions to strengthen the government's credibility construction under the PPP model from the three dimensions of government integrity,government trustworthiness,and fairness and justice.The government integrity is to be achieved through improving the disclosure of PPP project information,strengthening the PPP project budget management,and enhancing the government officials' integrity education and PPP business learning.The government trustworthiness is to be achieved through improving the PPP legal and policy system and establishing the government integrity monitoring system.Fairness and justice are to be achieved through establishing a fair dispute solution mechanism and a fair PPP dishonest punishment mechanism.
