Study On The System Of Government Responsibility List Specialization:Master Of Public Administration(MPA)

The unity and equivalence of administrative power and its responsibilities are the basic logic of public administration.The government responsibility list system is an important part of building a responsible government.It can and should be one of the important tools of the administrative accountability mechanism.This thesis reviews and summarizes related research on responsible government theory and new public management theory in Western academic circles.It focuses on analyzing and summarizing domestic scholars' general theory achievements and experience presentations on the government responsibility list system.On the basis of above discussion,getting on general theoretical analysis,describing the current situation of the emergence and development of the government responsibility list system,pointing out the problems existing in the government responsibility list system and analyzing the causes of the problems,and then put forward the possible optimization direction of the government responsibility list system.The general theoretical analysis of the government responsibility list system includes three parts:the definition of the relevant concepts,the theoretical basis,and the features.The inventory system,government responsibility and government responsibility list system are analyzed separately.This article considers that the system of government responsibility list consists of three parts:the part that matches the list of powers,and the due diligence part of public service performance that the government and the department should bear,both of which list the responsible subject,responsibility boundary,responsibility basis,accountability,post-offensive supervision,and other content of each item in the form of a list and are announced to the public.There are also corresponding accountability mechanisms,list management,and evaluation methods.The theoretical basis of the government responsibility list system includes the theory of responsible government and the theory of power restriction.The internal logic is that the people's doctrine of sovereignty treats state power as the result of social contract,and public rights are transferred from private rights.Therefore,the government must be responsible to the people.This creates a theory of responsible government.Due to the space and time constraints of democracy,practice of moderm democracy is mostly representative democracy.However,representative democracy has the danger of breaking the chain of entrusted agents.Therefore,controlling and restraining the democratically elected government leads to the theory of power control.The government responsibility list system is characterized by innovation,comprehensiveness,and legality.It has the three functions of changing the concept of performing duties of government personnel,removing the mystery of power toward consistent powers and responsibilities,and reducing administrative inaction space and improving administrative efficiency.Under the premise of analyzing general theories,the background and reasons for the emergence of the government responsibility list system in China are further discussed.The development of the provincial government responsibility list system is described in detail.Taking the Jiangsu and Jilin provinces as examples,the main contents of the government responsibility list,the process and the composition of individual department lists,the lack of information and so on are introduced.The practice of the construction of China's responsible government since the reform and opening up and the requirement of adapting and leading the economic normal to the government's effective action are the background of the government's responsibility list system.Party-government relations with Chinese characteristics and the transformation of the interaction between the government and the market and society are the reasons why the government's responsibility list system has emerged.According to the first and second nature of responsibility,the government's responsibility is divided into the government's obligations and the negative consequences of failure to perform the obligations.Correspondingly,the list of responsibilities also includes a list of mandatory responsibilities and a list of accountability responsibilities.According to the type of 31 provinces list,the form of the responsibility list is divided into six types:independent accountability,independent description,independent compound type,single-responsibility type,single-document type,and combined type.After sorting out the development of the government responsibility list system,we pointed out that there are issues such as the need to strengthen the rule of law,insufficient effectiveness of implementation,and lack of standardization in the current list.The rule of law needs to be strengthened:the legal basis for liability regulations is not clear,the system of laws and regulations is out of line with reality,and the lack of rule of law for the initiation and completion of inventory preparation is insufficient.The insufficient effectiveness of implementation is in the following:local leaders who have misunderstandings in their ideological understanding are resistance to the list,inventory systems have their own lack of authority and professionalism that affects the effect of power control,the supervision of social entities is weak.The lack of standardization mainly includes:the value orientation is not clear,the responsibility chain is incomplete,and the form is not uniform and dynamic management mechanisms are missing.And try to analyze the reasons for these problems from three aspects:the absence of a central top-level design,the nature of the inventory itself affects the advancing attitude and strength of different levels of leadership,and the lack of an effective path to inventory proliferation.On this basis,it proposes to optimize the system of government accountability list by strengthening the rule of law and the scientific nature of the system of government responsibility and promoting the follow-up of related supporting systems.From the mention of the legislative agenda,it highlights procedural justice and fully respects public opinion and strives for substantive justice,and enhances the rule of law of the system.Strengthen the scientific nature of system by strengthening the top-level design,centrally promoting the establishment of the responsibility list system,drafting theoretical guidance lists,attracting public management experts,providing academic support,improving legislative techniques,perfecting administrative laws and regulations,and providing clear legal basis.Establish ancillary systems from the establishment of inventory dynamic management methods and the establishment of relevant checklists on the basis of improving accountability mechanisms.
