Research On The Governance Action Of Village Cadres Under The Perspective Of Social Action Theory

In recent years,in the process of modernizing the country's governance system and governance capability,rural governance has been a perennial topic in academic circles.However,in any case,the study of the village cadres should not be unwound.However,some research theories have been focused and single,ignoring the differences between villages and the impact of the great changes of rural society on village governance,It is impossible to explain the formation,development and change of village cadres' actions.Therefore,this paper uses the participation observation and in-depth interview method,takes the perspective of longitudinal research,and draws on Parson's social action theory model,Namely,from the actors,objectives,situations and specification these four elements,and the relationship between them,to construct the model of village cadres governance action.It is found that village cadres in more developed villages can obtain greater support from the collective economy of the village,so they can better complete the village governance activities.However,in Poorer village,on the one hand,village cadres will face the situation of lack of resources,so they cannot collect enough resources to complete the action from poor village,on the other hand,in face of the state power requirement for the legalization of governance means and the higher expectation from the villagers,the village cadres tend to fall into the "dilemma" situation.At this time,the village cadre will make more use of the "administrative relationship",seek the support of the superior regime or "cry poor" in front of the superior regime to gain support.At the same time,with the weakening of the community memory,the strengthening of the legal awareness,and the change of expectation of the state power and the villagers,the governance of the village cadres is more legalized,and they tend to act the active service type.
