Research On The Action Mechanism Of Fumin Village From The Perspective Of Governance Theory

The Communist Party of China in the third Plenary Session of the 18th CPC Central Committee put forward the overall goal of deepening the reform.We should improve and develop the socialist system with Chinese characteristics and promote the modernization of the national governance system and governance capacity.This is also one of the important contents of Xi Jinping thought on socialism with Chinese characteristics for a new era,which is a great idea innovation.It also vigorously promote the process of democratic governance in China.The nineteen great report of the party clearly put forward the Rural vitalization strategy.Good governance in rural areas is the foundation of modernization of national governance system and governance capacity.Whether the goal of governance modernization can be realized is embodied in the actual effect of specific village governance.Governance theory provides theoretical and empirical guidance for solving the problem of village governance.Rural vitalization strategy is the institutional guarantee for the effectiveness and normalization of rural governance in the new era.Village action mechanism give full play to the comprehensive effect of multiple governance resources under the background of governance theory.The village action mechanism is the sum of the methods and measures,which are closely related to the village,to realize the rational village governance,the legalization of the village power and the rationalization of the village governance.The successful construction and effective operation of the village action mechanism depends on the improvement of the participation in the village,and the increase of association among the various subjects,and is closely related to the political,economic and cultural environment outside the village.In this paper,the concept of action mechanism is introduced into the research of village governance is to regard the "village" as a whole action subject.The basis,location,action and performance of action mechanism are discussed.We can sum up the governance effect and governance bottleneck of the action mechanism of Fumin Village,and put forward the corresponding optimization strategy.Through investigation,we find the "network state" within the village action mechanism.The village action mechanism has brought the realistic value in Fu Min village,which adapts to the common goal of village governance.This paper adopts literature research method and field investigation method.By analyzing the concepts of governance,village governance and action mechanism,we can understand the theoretical background and realistic need of village action mechanism-Based on the empirical research of Fumin Village,this paper discusses how to build village action mechanism in the process of village governance.This paper discusses the development problems brought about by the changes of the internal and external environment of villages in the current village action mechanism,and combines the relevant policies of the country's rural problems to optimize the path.It is concluded that the construction of village action mechanism can play the overall function of village governance resources in the process of village governance through the research.This is an effective way to realize the modernization of village governance.
