| Rural cadres are the main force in consolidating the party’s ruling foundation in rural areas and building a new socialist countryside,and are also an important guarantee for the effectiveness of rural governance.The level of social governance ability of rural cadres directly affects the realization of the goal of rural revitalization and the consolidation of the results of poverty alleviation.Therefore,improving the social governance ability of rural cadres through education and training is of great historical significance for properly handling and solving the "three rural" problems and building a modern socialist country in the new period.This study first sorts out and reviews the literature at home and abroad,and on this basis,the research content and framework of this paper are proposed,and the relevant concepts and theories are defined and elaborated.Then,through the questionnaire survey method,the social governance ability of rural cadres in Yunnan Province was analyzed from six dimensions: political ability,execution ability,public service ability,innovation management ability,resource integration ability and information processing ability,and the current problems in the social governance ability of rural cadres in Yunnan province and the education and training needs were found.Then,using the method of case study,the Yunnan Rural Leader College was investigated on the ground,and the case analysis of the education and training of rural cadres’ social governance ability in Yunnan Province was conducted.The results of the study show that the problems in the current education and training are mainly that the training arrangement is compact and it is difficult to fully digest and absorb;the training time is limited and it is difficult to take into account the various contents;there are negative factors in the main body of the training;and it is difficult to dynamically track the effect after training.Then,through factor analysis and regression analysis,the factors affecting the training effect of rural cadres’ social governance ability in Yunnan Province are explored from three aspects:personal factors,organizational factors and system factors.After empirical analysis,there are six factors that affect the training effect,according to the degree of influence,from large to small,the training self-efficacy,training content and methods,training teachers,organizational environment,training motivation,and organizational support.Finally,from the three aspects of personal factors,organizational factors and system factors,the proposals for improving the education and training of rural cadres’ social governance ability in Yunnan Province are put forward,which mainly include improving the selfefficiency of rural cadres,improving the enthusiasm of rural cadres for learning,shaping a good organizational environment,improving the degree of organizational support for training,innovating training content and methods,improving training planning and design,optimizing the training of teachers,establishing a sound effect evaluation system,and strengthening the follow-up and guidance after training. |
