Research On The Improvement Of Operating Efficiency Of Urban Public Infrastructure PPP Projects

Urban public infrastructure is the material basis for people to survive.With the acceleration of urbanization in China,the construction demand of urban public infrastructure is urgent.Involved in a wide variety of urban public infrastructure,need to spend a lot of money,manpower and material resources,in the face of the huge demand for urban public infrastructure and the contradiction between the government's fiscal public infrastructure investment,the PPP mode into the city public infrastructure construction operations.The PPP model is mainly used in urban public infrastructure systems such as transportation,water supply and drainage,environmental protection,and energy.It is aimed at operating problems such as high operating costs,low operating income,low government regulatory efficiency,and low social satisfaction for PPP projects,this paper starts with the research on the operational efficiency of urban public infrastructure PPP projects,selects 24 public infrastructure PPP projects from typical cities in China as samples,taking into account the difficulty of data on urban public infrastructure PPP projects.Acquired,and it is difficult to quantify the difficulties in evaluating government supervision,operator's operating capability and pricing,etc.The traditional DEA method can not solve the problem.For the first time,the fuzzy super-efficient DEA method is applied to urban public infrastructure.The evaluation of PPP project operational efficiency.Through the use of fuzzy super-efficient DEA method to evaluate the operational efficiency of urban public infrastructure PPP project,the introduction of fuzzy mathematics theory solves the defect that the traditional DEA model cannot quantify the qualitative indicators.The main participants of the PPP project include government departments,the private sector,and the public.This article incorporates certain indicators of social satisfaction in order to increase the operational efficiency of urban public infrastructure PPP projects on the basis of a comprehensive consideration of all participants.The results show that the input and output efficiency of the four major systems of urban public infrastructure are not balanced;in particular,attention should be paid to improving the rationality of the input scale and input structure of transportation and environmental protection systems.On the basis of summarizing the conclusions of empirical analysis,suggestions were made from the establishment of a reasonable pricing mechanism,big data,publicized PPP project operation information database,and a complete supervision system,in order to be able to construct and improve the operational efficiency of urban public infrastructure PPP projects.Internal governance mechanisms and externally improved mechanisms.
