Research On The Equalization Supply Efficiency Of Basic Public Services In Anhui Province

The equalization of basic public services is a livelihood project that the government pay close attention to and continue to promote.As a service-oriented government,It is necessary to achieve the equalization of basic public services and to enable all citizens can enjoy the basic public services.With people get better living standards and the development of national economic strength,the call for further improving the basic public service system and accelerating the realization of equalization of basic public services is increasing.Therefore,It is necessary to discuss the current situation and problems of the supply for basic public services.China's basic public services are mainly undertaken and supplied by the government.Public finance investment is the main source and guarantee for the stable implementation of basic public services.The efficiency of financial inputs are closely related to the process of equalization of basic public services.Under this situation,it is of great significance to study the efficiency of equalization of financial input and output for the basic public services of government departments.This paper takes the equalization of basic public services in Anhui Province as the research subject.On the basis of summarizing the research experience and achievements of domestic scholars,we regarded the basic public education,the medical care and the social security as research areas and designed the evaluation system.After fully analyzing the data,the Data Envelopment Analysis method is used to study the status quo and supply efficiency of equalization of basic public services in Anhui Province.After understanding the current situation of basic public service supply in Anhui Province and fully analyzing the comprehensive efficiency,technical efficiency,scale efficiency and scale remuneration of input and output in basic public education,medical and health care and social security in various cities,this paper draws the problems and shortcomings in the equalization of basic public services in Anhui Province,the problems are:the current basic public service supply efficiency in Anhui Province is low;the basic public service supply level is uneven across cities;the basic public service financial investment is growing slowly in the overall proportion.Finally,this paper proposes targeted and long-term program measures from five aspects in the current process of equalization of basic public services in Anhui Province.They are management level and technical ability,improve the performance evaluation system,vigorously developing regional economy,increase the scale of provincial special transfer payments and strengthening ideological cognition.
