In the seventies and eighties of the 20th century,political transition took place in twenty to thirty countries around the world.Discussions and doctrines on political transition have become hot topics in the academic community.South Korea and Singapore,as countries that have almost simultaneously become emerging industrial countries and have the same Confucian cultural background,have shown a completely different political transition process,which has aroused widespread concern among scholars of studying political transition.Both countries had modernization standards for political transition in the late 1980s and early 1990s.Both countries have a high level of economic development and a large number of middle classes.However,Korea's educational system is based on the spirit of cultivating democracy.The right to civil liberties with a certain degree of freedom and legal protection has played an important role in cultivating citizens' democratic political culture.The gradual maturity of democratic political culture also promotes political transition in South Korea and the consolidation of South Korea's democratic system.In Singapore,the civic and moral education impregnated with Confucian traditional obedience culture,the lack of news media that supervises and controls the government,and the privilege of civil liberties that are suppressed and restricted which can't create democratic political culture.Naturally,it will not be able to promote Singapore's transition towards a more liberal government.The modern structure is a necessary condition for the political transition,but it is not a necessary and sufficient condition.When the corresponding economic foundation and class power are available,the maturity of the democratic political culture is indispensable for achieving political transition.This is related to the education system and news.The protection of the media and the right to civil liberties are closely linked.
