Research On Evaluation Of Civil And Military Integration Innovation Ability

The "military-military integration" strategy is a major strategic move put forward by China in the long-term exploration of the military's national defense construction and economic and social development practice,and it is a major trend in conforming with the development of major world powers."Innovation-driven" is a national strategy that has been put forward after decades of extensive and intensive development in China and unsustainable traditional development methods.It can not only improve industry capabilities,optimize industrial structure,but also effectively Improve the quality and efficiency of China's economic development.Externally,it is a strategic measure for China to form a new competitive advantage for the country and enhance its long-term development momentum.Civil-military integration innovation is the foothold and entry point of the two major national strategies-"military-military integration" and "innovation-driven".It is not only a powerful means for scientific and technological innovation,upgrading the strength of weaponry,but also an effective way to enhance China's global strategic position.In the process of implementing military-military integration innovation,it is necessary to design and formulate a specific evaluation system,and formulate a policy system and a corresponding measure path for effectively enhancing military-military integration and innovation capabilities on the basis of the assessment results so as to serve the military-civilian fusion innovation construction on a more informed basis.Therefore,what kind of indicators are selected and how the military-civilian integration innovation capability can be correctly measured still remains a theoretical and practical issue that needs to be resolved.In this paper,through reviewing and reviewing the relevant research results at home and abroad,the status quo and deficiencies of the current research are summarized.Based on this,the research ideas of this article are proposed--by analyzing the innovative military-civilian integration system and the military-civilian integration innovation capability.On the basis of research results,the evaluation index system of military-civilian fusion innovation capability was refined,and the index system of the initial structure was screened using three methods:membership analysis,correlation analysis,and discrimination analysis,and finally the evaluation index of military-military innovation capability was obtained.system.After that,three representative areas of Chengdu,Deyang and Mianyang were selected to verify the indicator system,and corresponding suggestions were proposed based on the evaluation results.The innovation of this paper is mainly to make exploratory attempts in the field of evaluation research of military-civilian integration development.At the same time,the network innovations neglected in the previous index system have been taken into consideration,and military-civilian integration innovation input capabilities and military-civilian integration network innovation capabilities have been established.The military-civilian fusion innovation output capability and military-military integration innovation environment capability 4 first-level indicators and 15 second-level indicators form a military-civilian integration innovation capability evaluation system.
