Research On The Motive Force And Limitation Of Public Service Contract Outsourcing

Twenty years after the twentieth century,the management of the public sector began to change in many countries,and the Western Politics and Administration model dominated by Keynesian Economicism was criticized by neoclassical economics.New Liberals,represented by Mises,Hayek,Friedman,and Rothba,have suggested that the government should withdraw from the monopoly of public services,deregulate and play the market,starting from the assumption of "Rational Economic Man" Mechanism.Thus,the wave of public management reform,characterized by the introduction of market mechanisms,has spread globally,and more and more public functions have begun to be marketed through contract outsourcing,and some of the public functions that must be provided by the government in traditional concepts Also began to market practice.In the practice of outsourcing of public service contracts,the marketization of the United States is the most thorough,even in the field of imprisonment has introduced a contract outsourcing,private prison has become a legitimate legal existence of the correction mechanism.This study starts from the emergence and development of privatization of prisons,and analyzes the motives of the prison into the practice system of public function contract outsourcing with the support of new public management and public service contractoutsourcing theory.Meanwhile,on the basis of analyzing and summarizing the reform and effect of privatization practice in prisons,found that the limits of the marketization of public services lie in the inviolability of national core power,the limited rationality of government decision-making,the lack of government responsibility and the lack of market competition.Based on the limitation of outsourcing of public service contract,this paper makes a reflection on the current situation of over-reliance on marketization and the "marketization" of government responsibility,and provides reference for China's current practice of public function reform.
