Research On The Improvement Of The Management Ability Of Local Government Public Service Outsourcing Contract In China

With the development of "privatization" of public services,the outsourcing model of government public service contract has become the "new normal" in the work of our government.However,the introduction of market mechanism brings about the improvement of government efficiency and the reduction of cost,and brings about a series of problems,which challenges the government's management ability.As the maker of public service outsourcing contract and contract execution process of supervisors,the government how to deal with their own relationship with the market,coordinate the multibenefits and eventually provide high-quality public services for citizens to become an important issue of the success of the contract.Firstly,this article defines the local government under the premise of clarifying the object of study.Secondly,it sorts out relevant literatures both at home and abroad.Based on the previous theories and experiences,this article makes a definition of the connotation of the local government's public service outsourcing contract management And tries to divide the contract management ability into three aspects: contract strategic planning ability,contract establishment and control ability,contract evaluation and feedback ability,and comprehensively analyzes the capacity of local government in public service outsourcing contract management from three aspects Problems encountered and their causes.This paper argues that China's lack of local government public service outsourcing contract management ability causes include: lack of government responsibility,change of government function is not complete,the commission that the problem of adverse selection under the agency relationship,contract management quality and level of defects,etc.Based on the combination of theoretical research and case studies,this paper attempts to address the three elements of outsourcing contract management capability of public service: the strategic planning ability of contract,the contract making and controlling ability,the evaluation and feedback ability of contract.And contract discusses the promotion of local government in China the ability of public services outsourcing contract management.
