Study On The Problems And Countermeasures Of Government Public Service Contract Outsourcing

Under the background of the current comprehensive deepening reform of the government,The government introduced the competition mechanism into the public domain,and gradually promote the modernization of national governance system and governance capacity.The Third Plenary Session of the 18 th Central Committee deem,we should vigorously promote the government to buy the public services,any transaction management services,in principle,we should introduce the competitive mechanism,and the public service should be produced by the community through the contract.Contract outsourcing is one of the most widely used forms in the government procurement.This needs to change government functions,improve government governance,and optimize the government structure.At the same time,correctly deal with the relationships between government and market,government and society,and promote the cooperation between the government and the civil society in the field of public supply.The development of public service contract outsourcing not only can take the advantages of civil power to provide quality services for the public,but also can achieve the diversification of supply mode and promote the government’s reform process.At the end of the twentieth Century,the contract outsourcing was introduced into the field of the public service in China.In the specific practice,it has achieved initial results in reducing service costs,improving service quality and promoting social development.However,due to the lack of economic development and related experience,there are a series of problems.These problems are outsourcing subject lacking management ability、outsourcing object lacking supply ability、outsourcing content blurred、outsourcing mode improper use、outsourcing effect poor development,which are bottlenecks that constrain the further development of public service contract outsourcing.In order to solve the problems,on the basis of the comprehensive analysis,analyze the specific causes of producing problems.These reasons are contract outsourcing thinking old、contract bidding system imperfect、immature social organization、defects in government departments responsibility 、 the operation guarantee mechanism of contract outsourcing imperfect.At this point,for the problems and the reasons,the article put forward the effective countermeasures to promote the government public service contract outsourcing development.These countermeasures are reforming the contract outsourcing thinking、perfecting the contract bidding system、Strengthening the government responsibility、fostering the social organization、perfecting the guarantee mechanism of contract outsourcing,which can promote the further development of public service contract outsourcing,and continue to provide quality services to the public so that to meet the diverse needs of the public.
