Research And Controlling Plan Design Of Social Security Risk Features Of International Engineering Projects

At present,China's overseas business decision makers are inexperienced in the overseas social dangers,it is easy to ignore the whole process of security.Through the analysis of this paper,the scientific analysis and evaluation of the social risks of overseas business and the good practice experiences and effective measures to deal with the risk of social security are studied.It will provide a reference value of security for Chinese companies to enter the oversea business market and business.Firstly,this paper takes the social security risk of overseas engineering projects as the research object,and studies the characteristics of the four aspects of 3M1E(man,machine,management,environment)management.The research results show that personnel management's complicated background is the biggest difficulty in oversea project production management.The factors and departure points for different domestic and foreign environments are not the same.The focus of the consideration of “Machine” is relatively concentrated on the social security protection of personnel.Through the construction of security personnel,security resources,security and reserve resources,etc.,to ensure all employees' s life and property are safe during the entire overseas project operation period.To ensure that the company's international image is not affected,to ensure that it can avoid,reduce or transfer related social security risks.In the “environment” aspect,international projects need to consider the consideration of religious beliefs,political party conflicts,humanities differences,terrorism,etc.,as to combine management measures and integrate the “environment” and “management” aspects from the outside.With regard to cultural tolerance,on-site management and control,emergency management,and security inspection and anti-terrorism,it promotes various social security prevention and control measures,strengthens software construction so as to provide a good internal and external environment for social security risk management of overseas projects.Secondly,using the model of uncertainty mathematics,a risk assessment of the social security risk characteristics of international engineering projects was conducted.Starting from the four characteristics of 3M1 E loops,various social security influence factors that extend from it have a great influence on the security management of the entire foreign society.As the implementer,relater,attender and decision maker of the entire overseas project activity,man has the highest degree of influence on the social safety of the entire overseas project in the four characteristics of 3M1 E management.The factors of equipment and facilities and environmental factors also occupy an important position in the social safety impact of overseas construction projects.The management factor has relatively less impact on social security than the other three factors.However,they together constitute the overall characteristics of the entire overseas engineering project.Therefore,it is necessary to carry out research,analysis and prevention and control of 3M1 E loops for overseas engineering projects.Finally,this paper do the countermeasures research based on Pakistan's RLNG project,the RLNG pipeline project in Pakistan was designed by 3M1 E loop management to security design,and through physical protection,civil defense and other security prevention and control measures to reduce,transfer or avoid security risks to the entire project and employees,and effectively protect the personal and property safety of all employees.This paper shows goof practice guidance for security management of entire project.
