Research On Governmental Information Publication In Responding To Public Opinion About The Environment Pollution

In recent years, people pay more attention on the environment pollution problems. Public opinion events caused by the environment pollution continuously emerge, exerting broad social influence. From 2013 to 2015, there are some public opinion hotspots about the environment pollution each year in annual "Top20 Public Opinion Events of the Year". In China, information publication of the government is the most important and effective way to manage environmental pollution public opinion hotspots. Only by adhering to the information disclosure systems and actively communicating with the media and the public, can governments effectively guide public opinions and then properly handle the event. However, there’re few studies on governmental information publication problems of responses to environmental pollution public opinion events.In this paper, through the methodologies of literature analysis, case analysis, statistical analysis and summarization and induction, the author probed into the deficiencies of governmental information publication in responses to environmental pollution public opinion events. The author carried out a case study on two hotspots, Lanzhou Water Pollution Incident of 2014 and Tianjin Explosion of August 12,2015, and analyzed the timing, channels, contents and effects of governmental information publication. Through analyzing the current situations in the two events, the author summarized the problems and deficiencies in governmental information publication in responses to environmental pollution public opinion events, such as the lack of information publication awareness in general, imperfect information publication mechanisms, time lags in governmental responses and investigation result releasing, non-transparent and non-standard information publication contents and lack of comprehensive application of various publication channels centered on press conferences. The author analyzed the causes of the above deficiencies, and proposed some strategies for improvement as well, with an aim at perfecting our governmental information publication in environmental pollution public opinion events and improving governmental responding capacity in public opinion events.
