Three-Society Linkage: The Practical Logic Of Urban Community Environmental Governance

The increasingly serious environmental crisis restricts the sustainable development of mankind's economy and society.Strengthening environmental governance has become a global consensus of mankind today.On the community platform,the quality of community environment is closely related to the daily life of urban and rural residents,which determines the importance of mobilizing community residents and social forces to participate in environmental governance and ecological civilization.Based on the community-based research perspective,taking the community environment governance practice in M village,Shanghai as a case study and the qualitative research as the main method,we collect the information needed by the research through interviews,participatory observation and literature analysis,Explore the effective method and practical logic of grassroots community in environmental governance.This paper firstly sorts out the course of community construction in M village,and then introduces the history and characteristics of village community governance.Faced with the issue of the highly administrative problems of neighborhood committees and the lack of capacity for community self-government,the superior leadership departments(sub-district offices)of M village and the party branch of the community actively introduced professional social organizations to serve and professionalize the work of social workers leveraging community environmental governance.The social organizations and social workers rooted in the community took the initiative to cooperate with the neighborhood committees to develop many environmental protection projects that are close to the needs and preferences of residents and guided the establishment of a number of community self-organizations to provide diverse residents with diverse support for their participation in environmental governance,Thus expanding the public space for residents 'participation,enhancing the residents' ability to participate in the community and the ability of the neighborhood committees to carry out community self-governing activities.Through the above research,in this paper the important findings are:The multiple cooperation and co-governance model based on the value orientation of "building,managing and sharing" is the autonomy of community residents and social forces involved in environmental governance.Guarantee system conditions;"three associations linkage”between communities,social organizations and social workers,it is an effective way and practice mechanism to fully mobilize community residents to participate in environmental governance.This paper argues that the practice of community environmental governance relies on the innovation of community governance system,while the "three-society linkage" is the necessary path for such system innovation and also the internal mechanism of this new system.In the current community neighborhood committees generally lack of autonomy,organizations such as neighborhood offices and community party organizations within the traditional system should take the initiative to attract or introduce social organizations and social work professionals involved in community governance practices,and social organizations and professional social workers.We should take the initiative to embed the community governance system and help grassroots governments,community party committees and neighborhood committees to carry out community work and jointly build a new system and new model of community building and community governance that separate government departments from government departments and work together to enhance the professional standards of community service.
