The Sustainable Exploration Of "Older Service Elderly" Model In The Community Home Care Services

With the deepening of the degree of aging in China,the family structure is increasingly miniaturization,pension situation more and more serious.To solve such a huge pension problem,we must continue to strengthen the social security services to meet the needs of the elderly at different levels of pension services.But the current pension service expenditure pressure,service quality standards,pension services,human capital,pension training and other issues are restricting the development of pension services,an important factor.Socialization of old-age services in the "old age" model emphasizes the use of old age group resources,integration and launch of the elderly’s own strength,based on the elderly’s leisure time,physical condition and psychological will,make full use of the elderly life experience,Skills and communication wisdom,in-depth excavation of the potential of the elderly groups,in the form of mutual assistance to achieve the elderly with the elderly to serve the elderly,which for the promotion of traditional pension concept changes,ease the social pension service human resources pressure has an important role.Based on the concept of service saving of "time bank",the needs of senior citizens,social embeddedness and welfare pluralism,this paper explores the advantages of human resources of the elderly in promoting the process of active aging,advocating the service for the elderly.Based on the background of the home care service in Shanghai and the analysis of the operating system of "New Shanghai-WF Elderly Care and Caring Action" project in WF community,this paper chooses WF community in Shanghai Pudong New Area as the research object,efforts depth analysis of its characteristics,achievements and difficulties in "older service elderly" model,exploring new ways to break through the bottleneck of the model of WF community,and put forward the optimization of the integral acquisition and exchange in the "information-based pension service points system" ways and relevant facilities for the construction of countermeasures for the entire community home care services in the "older service elderly" model of sustainable development to provide feasible suggestions.
