Research On The Status And Innovation Of The County Government Governance In Sichuan

Since the founding of new China and before the reform and opening up,the state has further strengthened its social management under the influence of the traditional planned economic system.Under the influence of social life,the state carries out daily management of social affairs.In social governance,the influence of political power is more prominent.Since the reform and opening up,especially since the eighteen Party's Congress,the modernization of national governance system and governance capacity has been put forward.The construction of people's democracy and rule-of-law has become the foundation of modern national governance system.In the third Plenary Session of the 18 th CPC Central Committee,we put forward the idea of "innovating social governance system",which means to form a pattern of co-governance.The co-governance of government,such as government,enterprises,grassroots self-governing organizations and social public organizations.The county,as the most stable regional regime,constitutes the basic unit of contemporary Chinese political entity,regional economy and comprehensive community.The county works as the connective administrative link between the province,city and town.It is the direct embodiment of the central government's policy at the grassroots level,and also the key to the consolidation of urban and rural areas and its political power.And it has the dual functions of managing both the city and the countryside.County government is the combined one of national macro-management and local micro-governance,bearing the responsibilities of facilitating the communication between the central and the local.As the frontier area of national governance,county government governance usually becomes the "observation station" of all kinds of social contradictions.It can reflect and show all kinds of objects and problems in the process of the modernization of national governance.The strength of county government's governance is directly related to some key areas of economic and social development,such as the developing level of urbanization,the time and efficiency of overcoming poverty and achieving prosperity,and the protection of environmental resources.This paper,taking the Cangxi County in Sichuan province as the case,explores the development course of Sichuan county,from the basic theory of county governance.It will also study the problems and reasons of government governance during the process,and put forward the basic principles,goals and measures of the innovation on the government's governance.By improving the governance structure and the governance system,the county government is mean to improve governance capacity and governance level,achieving the comprehensive,coordinated and sustainable development in economy and society.This paper studies the relevant theory and practice of the government governance in Cangxi County,Sichuan,in order to provide theoretical reference for the governance of Sichuan government and even the whole country.
