The Study On Governance Capacity Of County-Level Local Governments In Western Region

New era needs new government, a new type of government must firstly improve its governance capacity. The poor capacity of local government in guiding social and economic development has a great relation to the continual underdevelopment of western regions in China. Therefore, to accelerate the development of western regions, we must prioritize enhancing the governance capacity of local government. Local government of county level is a connection link between cities and villages in the urban-rural dual structure and connect high and low government in the administrative architecture of government. Its governance capacity has a direct bearing on key fields of economic and social development like level of urbanization development , effects of poverty reduction and wealth acquirement and protection of environment and resources. It will meet the requirements of times to study the governance capacity of local government of county level in western regions, to analyze the existing deficiencies and put forwards ways to enhance their capacity.The author takes document research, comparative analysis, qualitative analysis and empirical analysis as the theoretical basis to study the current situation and shortcomings of governance capacity of local government of county level of western regions, and then put forwards ways to improve their abilities.First, by introducing the studies on the governance capacity of local government from home and abroad, the author brings up their strength and weakness in their studies. Based on the theories of government function and governance capacity, with analyzing the functions and administrative abilities of government, the contents, the constituent parts and general evaluation quotas of governance capacity of government, clarifies the theoretical points of improving the governance capacity of local government of county level in western regions.Second, through the analysis of some relevant materials about the governance capacity of local government of county level in western regions, the paper make a study on the current situation and its deficiencies of the governance capacity of local government of county level in western regions and generalize the maid reasons for the poor abilities.Third, towards those above shortcomings in the governance capacity of local government of county level in western regions, the paper put forward some suggestions to enhance the governance capacity of local government of county level in western regions for reference.Last, by making empirical analysis of the governance capacity of Jiangyou municipal government in Sichuan province, the author constructs a basic framework for enhancing the governance capacity of local government of county level in western regions with specific examples.
