Research Of The Current Situation Of Government Regulation During The Development Of Sharing Traffic And The Corresponding Countermeasures

With the rapid development of internet technology and the popularization of mobile intelligent terminals,sharing economy as a new business model is sweeping the world,because of the promotion "Internet ?" and "Mass entrepreneurship and innovation" plans in our country,sharing traffic is blossomed.Shared traffic is a concept that covers a wide range of contents and involves many subjects,including sharing bicycle,time sharing rental car(sharing car)by vehicle type,Shared traffic supervision involves government departments,suppliers,demanders,platform enterprises,product manufacturers,financial institutions,competitors,etc.Sharing traffic has a great effect on improving the efficiency of resource utilization,optimum structure of public traffic and alleviating the traffic pressure,but it also brought about the vicious competition of the price,the disturbance of the public order,and so on,It is a major issue to be solved at present and a necessary requirement for the development of the times under the new situation that how to strike a balance between the public interest and public order,making the shared transportation tools play an active role.This paper adopts the questionnaire survey method by selecting the shared bicycle as the research object which is closely related to our life,through the data collection and analysis of the collected questionnaire survey,we can find out the problems existing in the government supervision of the shared bicycle,through visiting the relevant government departments,sharing the transportation platform enterprises and studying the relevant documents and try to understand the overall situation on the new field,formats and industry which problems may existed in the government supervision,generally speaking there are problems of offside,absence and dislocation in the development of shared transportation.The paper find out the main reasons of the problems are imperfections on current system of laws and regulations,responsibility of functional departments,company's position,protection of rights,government information and so on.On the basis of introducing relevant cases at home and abroad,this paper puts forward some suggestions and suggestions on strengthening government supervision,as the guide of the market competition and the maintainer of the market order,the government should ensure the independence,professionalism and legitimacy in the shared traffic supervision by following the principle of inclusiveness and prudence,the government should enhance the system of government supervision in the shared transportation constantly on scientific planning and designing,perfecting system of laws and regulations,clearing departmental responsibilities,innovating ways of supervision and other aspects.Because the local government has the power to make the decision and discretion independently,in this paper we want to find a breakthrough in traffic supervision from commonalities,we want to provide reference for the government on making law,government function merged,centralize administrative to make continuous improvement of relevant policies in practice so that the government can improve the efficiency of supervision,and save the cost of administrative,we also want to promote the sustainable development of the shared transportation industry and improve the level of government public management constantly at the same time.
