Study On Government Function Of Rural E-commerce Development In Longnan City

In recent years,the Chinese government actively advocated the development of rural e-commerce.Under the guidance of the Gansu provincial government,in 2013 Longnan city government proposed Longnan "433" development strategy and formulated an important method in developing e-commence to solve the problems in agricultural sales and the difficulty for farmers to increase income,which aimed to create a new breakthrough for the economic development of Longnan City.Based on the particularity of the development of rural e-commerce,it is necessary for government to play a function to push it forward.This paper studied the government function in the development of rural e-commerce in Longnan City and gave a systematical analysis to reveal the role and promotion of Longnan city government in guiding the development of rural e-commerce.The difficulties in the developing process and existing shortage of Longnan city government were discussed,and the causes of the problems were analyzed from the perspective of government role theory.It was found that the Longnan city government can play various roles such as strategic policy-makers,service providers,the development-environmental builders and participator and coordinator in the development of rural e-commerce.Finally,we gave some suggestions on the optimization of government functions of Longnan city for promoting the development of rural e-commerce.
