Research On The Management Of Floating Population In Huimin District Of Hohhot

The number of floating population in China is increasing continuously.In the future,China will continue to develop in accordance with the trend of population concentration in counties,towns,townships and other areas to large cities.On the one hand,the migration of floating population has resulted in the decline of population in the fourth and fifth tier cities,counties and rural areas,and the low utilization rate of infrastructure investment.On the other hand,it has also resulted in the problems of large population base,skyrocketing housing prices,excessive building energy consumption,serious haze,traffic jams and so on.On the surface,the excessive inflow of population in big cities leads to the imbalance of regional development in China,which makes the economic growth point between cities unable to be unified.However,from the perspective of actual social development,the increase of floating population in big cities is an inevitable trend to promote economic development.Professor Lu Ming,an economist,once said that the economic development of big cities depends on financial investment,and the return on investment is based on the population base of the city.China is a labor society,and the foundation of urban economic development lies in the people at the bottom.The increase of floating population is the fuel to speed up the development and construction of big cities,especially in the period of economic reform.In this case,large cities can not restrict the flow of floating population.However,with the increase of the floating population,these new social groups will inevitably have an impact on the three development levels of the city's economy,society and public psychology.Therefore,under the social development situation of the increase of the number of floating population in the city,the management research on the floating population problem must be further strengthened.As the cultural,economic and political center of Inner Mongolia Autonomous Region,Hohhot governs four municipal districts: Huimin District,Yuquan District,Xincheng District,Saihan District,four counties: Tuoketuo County,Qingshuihe County,Wuchuan County,Helinger County,and one banner: tumed Left Banner.The increase of the floating population is bound to have a complex impact on the social security situation,coupled with the "heterogeneity" and "exclusiveness" of the floating population itself,which makes the floating population more likely to conflict with the local residents of the city.In order to explore the social integration of the floating population and strengthen the local administration and service of the floating population,this paper takes the floating population of the Hui people's region in Hohhot City,Inner Mongolia Autonomous Region as the research object,combined with the national theory of socialism with Chinese characteristics and the new public management theory,and makes relevant discussion on how to manage the Hui people's region in Hohhot City,Inner Mongolia Autonomous Region.This paper will be divided into six parts,the first part is the introduction part,which describes the background and significance of this paper,the research status of the management of floating population at home and abroad,and the research methods to be adopted in this paper.The second part is about the concept of floating population management and the theoretical basis of this paper.The third part is to sort out the basic situation of Hohhot City,Inner Mongolia Autonomous Region,summarize the migration process,mode and distribution of the floating population in recent years,and analyze the characteristics of the floating population in detail ? The fourth part is to analyze the problems and causes of the floating population management in Huimin District of Hohhot City,and to explore the main problems and causes of the current floating population management.The fifth part puts forward suggestions to improve the management of floating population in Huimin District of Hohhot city.In the end,it points out the importance and necessity of strengthening the management of the floating population in Huimin District of Hohhot City,and the influence of the increase of the floating population on the urban ethnic work in the new era.
