| The Third Plenary Session of the 18 th CPC Central Committee proposed to promote national governance systems and governance as a comprehensive modernization of the overall objective of deepening the reform,which,undoubtedly,reflects the Party and the country to reform national governance,improves the level of social governance determination and confidence,conforms to the social democratization,fairness,harmonization and the rule of law of the trend.With the advent of the third revolution,the era of big data has large quantities,great speed large range,value,effectiveness and precision characteristics,formatting a new kind of governance—big data management.Big data governance integrate and predict all areas of social,political and cultural aspects of the wanted information resources,and merge fast,real-time information with new media,and then get rid of information enclosed era,thus getting more convenient interaction between more people and the Government,which can form a government-led,citizen participation in the modernization of the new pattern and improve public service capacity,so as to promote the progress of society and lay a solid foundation,which,beyond all doubt,gets one step closer to achieve the goal of modernization of national governance.However,big data governance capabilities to the modernization can not only bring opportunity,but also bring many challenges,such as lack of awareness of big data issues,data division,the lack of big data talent,information security issues etc.To solve the issues of big data governance,we need to learn from foreign emphasis on big data strategy,personnel training,data open access,and data security experience,by strengthening the decision-making data,improving data national strategy,implementing data coordination,establishing a data security system,as well as making great efforts to train personnel data and other measures to promote the realization of the modernization of national governance. |
